CP: Harper's foreign minister under microscope after avoiding scrutiny in Commons
(The context is Bernier's gaffe in calling for the removal of Kandahar Province's governor.)

Bernier is personable, affable and liked by his colleagues. But Conservatives nonetheless recognize him as unqualified for his current role. One colleague describes him as a small-town Quebec businessman of routine education - he has commerce and law degrees - and limited experience.

"If he didn't speak French, he wouldn't be in the job," said another insider, without malice.

As the autumn unfolded, Bernier remained in his Commons seat while issue after issue was steered off to his cabinet colleagues.

Foreign policy on Afghan detainees? Defence Minister Peter MacKay took the lead.

Pakistan's crackdown on political dissidents? More MacKay.

Canada's policy on death row inmates abroad? Public Safety Minister Stockwell Day handled those.
