700 Club
Just wondering here.
It appears that the 700 Club is broadcast in Canada but I haven't seen anything about complaints to the CRTC regarding the recent encouragement on that station for murder.
If the show is broadcast here and that piece ran in Canada why don't we have some effort on this?

1. damn, great minds
A couple of hours ago I was checking out the VisionTV website and confirming that yes, that network airs The 700 Club, at 3:30 Sunday afternoon. (Yeesh, so much for the lord's day.)

Haven't quite figured out whether the Christian Broadcast N___ (News? I forget) that carries it is what I get on, I think, 25 on my cable dial. Gonna check the on-screen schedule when I go home.

Yup. I was just thinking as how a couple of complaints to the CRTC might not go amiss. Of course, one has to complain to the stations first -- which I assume would mean to Vision, in the one case, and to the cable company that's authorized to carry the US network, in the other (never have quite figured that process out -- the station itself is in the US, so isn't governed by CRTC licence conditions, but the cable company is, so I assume content complaints would go to it).

Caught the CNN and Fox treatments of the story on the news this morning, in my desperate search for a way of avoiding whatever ragtag documentary leftover Newsworld is airing. Fox's "expert" could have been ... what was his name, the cigar-chomping make-believe military moron from Frank Magazine, with his "Canadian Beef" column -- what a total caricature this person was. This access to Fox, though, is making me understand how anybody could regard CNN as "liberal"; sheesh, if Fox is the right-hand ditch, the middle of the road runs somewhere up Nixon's back, I think.

Anyhow, I'm in. I didn't see the thing on Cdn cable, but I did see and tape the relevant segment from CNN this morning, so I've got first-hand knowledge to base taking offence on. Now if you'll just figure out the procedure ...

;)

Maybe "we" should check out whether anything's being said at Rabble.

2. My letter to the CRTC
I would like to lodge a complaint about a program called "the 700 Club". I strongly object to anyone using Canadian airwaves to call for the assassination of the democratically elected (twice) President of Venezuela. Marion Gorden "pat" Robertson,on The Christian Broadcasting Network.inc broadcast a call for the Murder of Hugo Chavez.
Am I Wrong in believing that this is considered a Hate Crime in Canada? I would like this program taken off the Canadian airwaves until MG"pat" Robertson apologizes and promises to use no more hate speech.
Canadian laws are very clear on this issue and inciting hate cannot be tolerated, nor be allowed to come into our homes from the United States.
As a friend said "I hate censorship, but when it is as clear as this, sometimes it IS necessary".

I have done some googling and the best that I could find are as follows:

Complaints about a program or advertisement on the radio or TV must be submitted within 4 days of the broadcast.

Complaints must be submitted in written form; they are accepted in English or French.

Make sure your letter is clear and expresses your concerns. It must state who the broadcaster is, when the program/ad occurred including the date and time, and where you saw or heard the offensive media. Be sure to state the channel/radio band and show name.

In most cases the CRTC will reply to complaints within 3 weeks.

The CRTC can not act on complaints before the program is aired.

When a complaint is received by the CRTC it is reviewed. Depending on the criticism, it may be forwarded to a particular section within the CRTC or to the Canadian Broadcasters Standards Council (CAB) for further investigation.

The site is specifically directed for youth but the rules state that one must have seen the program, which I have not and I would assume no one here has either.

From another site I picked up the following:

Pressures on industry/other events leading to development of redress mechanism

In the late 1980s, the CRTC undertook a regulatory reform process aimed at "streamlining its regulatory procedures and eliminating all but the essential regulations necessary to achieve the objectives of the Broadcasting Act."(4) In accordance with this spirit of streamlining
regulation, the CRTC offered the cable television industry the opportunity to self-regulate in certain policy areas where the industry established standards the CRTC considered acceptable. The industry itself was quite anxious to seize this opportunity, as it had up to that time been quite critical of what it considered to be an exceedingly stringent and detailed regulatory process.(4) The CRTC nevertheless made it clear that it would play a close supervisory role in the development, implementation and ongoing administration of any such standards. It thus issued a set of guidelines(5) that called upon the industry: to develop standards which would address the concerns raised by the CRTC itself; to describe in some detail the extent of public participation in the establishing the standard and in making specific amendments, how the standards will be administered(6) as well as what sanctions and corrective actions will apply in case of non-compliance; to submit a standard and subsequent amendments to the CRTC for acceptance; and to issue an annual report to the CRTC. On the other hand, the CRTC promised a light hand in the hands-on work of designing the standard, leaving it to the industry to "define the type of standards to be developed, specify to whom the standard will apply, and establish the means and criteria for achieving the standard."(7)

The above puts the onus on the citizen to initiate complaints, which may be a cop out. Especially with satellite radio coming into use.

I can only suggest that more proactive legislation be around since the broadcast industry is becoming more diverse.

It certainly appears that the onus is on the citizen and not the broadcaster to identify the questionable programing. In this case everyone is aware of the broadcast but we are not certain if it was broadcast in Canada.

Perhaps the CRTC should be asked to justify its present position of requiring viewers to watch offensive programs in order to do the monitoring for them. But I still don't know if that portion was broadcast in Canada.

5. Good news chimo
Robertson's little tirade promoted murdering someone... which is actually a crime... so I don't think these four day rules will apply.

But I bet you didn't hear the broadcast.

Maybe you have something there about a possible criminal offense? Maybe the happy birthday girl could comment?

I am pretty sure the bear didn't either.(Maybe the little fellows did?)

Quite a nice pic and quite appropriate for Hans Island as well!

Every one who threatens to commit an offence under section 235, 236, 266, 267, 268, 269, 269.1, 271, 272, 273, 279 or 279.1 against an internationally protected person or who threatens to commit an offence under section 431 is guilty of an indictable offence and liable to imprisonment for a term of not more than five years.

Murder, Manslaughter and Infanticide
Punishment for murder

235. (1) Every one who commits first degree murder or second degree murder is guilty of an indictable offence and shall be sentenced to imprisonment for life.



Now of course Robertson didn't threaten to commit the offence, so that's basically all very interesting but not particularly on point of me.

And counselling the commission of an offence isn't an offence unless somebody actually carries it out.

But it all does kind of provide an indication of the seriousness of the matter.

It would please many of us here in the States if Canadians complained about Marion Gordon ("Pat") Robertson's hate and discontent and threatening rantings on his "700 Club" and on his "CBN" (Christian Broadcast Network) as well as on his "CBN News" . . . here's a video of his latest vitriol against Venezuela's President Hugo Chavez:
