I think I may have found the link that explains that. In 2000 at least, the data was being phoned into the SoS and updated on the web, so the majority of results were not being dynamically updated via the internet. Thus, that shuts down at least one potential point of access to the central tabulators if this is still true.

However, I also want to point out that some counties did appear to be offering live results during the election.

I reiterate what I said before. Anyone looking for central tabulator hacks should look at these nine counties first.

Curious to note that most are in the northeast corner of the state clustered around Youngstown/Akron areas.

Re-edit: Also curious to note that Jackson County is highlighted on the map but not included on the list.

that Jefferson County started sending in results very, very late (as compared to other counties) but I don't remember why.

Found one reason given:

It was a late night at the Jefferson County Board of Elections as final results weren't available until five hours after the polls closed on Tuesday.

One of the reasons for the late results was the more than 5,000 absentee ballots that had to be sorted into precincts and counted with ballots cast on Tuesday.
