4. Searching around
It appears that it (when filed) will be heard in the Ohio Supreme Court, by one judge only.

Don't see anything yet on the Supreme Court of Ohio's (Office of Public Information) website:

5. Found this on the OH Supreme site
http://www.sconet.state.oh.us/rod/newpdf/10/2004/2004-ohio-1594.pdf

This is a summary of a possible case that was found with a search on Arnebeck. There is also a Full document relating to the case.

Note: My computer is not set to open PDFs in the browser window, so I haven't yet seen what is in the PDF. But it is a 2004 case from Common Cause.

8. Just a guess....
But I doubt that he would go in front of a judge to do something as unprecidented as throw out the election results of a state with only statistics to back him up. Some possiblities:

- Affidavits of witnesses of voter suppression and vote tampering
- Video showing clear expamples of voter suppression a la MM
- Technical experts testifying to security concerns of voting machines and tabulator databases
- Warren county lockdown
- Wistleblower(s)?
