There are disadvantages in "lock-stepping"
Look at the Revolutionary war. The colonials didn't and the Red-coats did. The Red-coats couldn't maneuver fast enough to take out the colonials.

Hitler lock-stepped and got trounced because the innovation wasn't there like the Yanks/Brits had.

Brain-storming is an advantageous thing..we just have to learn to listen to one another's ideas.

We have Blackwell at a dis-advantage right now. He can't make up new rules fast enough to keep us with us watching him, and we know the old rules he is trying to break, and there are umpteen free thinkers watching him and every move he tries to make. And, I would venture to guess that he is waiting for orders from above.
