Can anyone tell me when the under and overvotes are counted?

Can anyone tell me when the under and overvotes are counted?
Is it only when the machine and hand counts do not match--after separating out those which failed to register a vote, and then running them through the machine with these under and overvotes on top of the pile?

These under and overvotes which total 92,672 need to be counted-but will they be counted? It is not at all clear to me.
