Diebold's claim on their website: "We won't rest... until our voting technologies not only count votes... they ensure every vote counts."

Which means that for the time being Diebold "voting technologies" count votes but that not every vote counts. In other words, the fundamental democratic principle that every vote counts is only in the works. Which I certainly believe.
