Datamaxx Group and State of Iowa Deploy “Kaleidoscope” to Provide Crucial Criminal Justice Information Sharing Capabilities

Tallahassee, FL – (September 8, 2003) - Datamaxx Enterprise Intelligence, Inc., (Datamaxx) a subsidiary of Datamaxx Group, Inc., announced today the successful launch of the initial phase of “Kaleidoscope,” a comprehensive criminal justice integration initiative within the State of Iowa. “Kaleidoscope”, the Phase 1 Proof of Concept, effectively integrates critical federal, state and local data, allowing it to be accessed over the communications infrastructure of the Iowa Department of Public Safety (IDPS) statewide network. This accessibility provides valuable and timely information sharing regarding offenders who have been released into community-based supervision programs managed by the Iowa Department of Corrections (IDOC), and those detained and/or released pending trial from the Polk County Sheriff’s Detention facility. During routine traffic stops, law enforcement officers are notified of an individual’s status as a probationer or person awaiting trial, while the system simultaneously notifies probation officers that one of his/her supervised offenders are either the subject of an inquiry or has been arrested.

According to John Baldwin, Deputy Director of the IDOC, “The automatic notifications allow probation officers to be proactive in following up with the appropriate law enforcement agencies to determine whether any probation violations have occurred. The information and statistics gathered during the initial phase of Kaleidoscope validates our theory that significant, tangible benefits are derived from the sharing of information among members of the criminal justice community”. Kaleidoscope also offers automated scheduled reports that are sent to the Polk County Attorney’s Office indicating any new arrests made by the Polk County Sheriff’s Office.

“There has always been a need to provide criminal justice information to officers on the street. Project Kaleidoscope, Phase1, provides critical corrections information in a timely fashion to officers in any location. This will improve the safety of both our officers and the citizens of Iowa,” said Larry Grund, Chief of the Iowa Department of Public Safety, Technology Services Bureau.
“This is only one effort to meet Governor Vilsack’s `safety communities` initiative as a criminal justice integration process. The Kaleidoscope project is an excellent example of the ongoing collaborative effort between Iowa’s law enforcement practitioners, including: Polk County Sheriff’s Office, Polk County Prosecuting Attorney, IDPS, IDOC, Iowa Criminal Juvenile Justice Planning, and the Department of Administrative Services Information Technology Enterprise.”

According to Major Jim Martin (Retired), Director of Business Development for Datamaxx Group, “The post-9/11 environment has elevated the ‘absolute mandate’ that critical information be shared not only among law enforcement and criminal justice agencies, but also with non-criminal justice agencies that
perform key roles in responding to a disaster. There is no doubt that technological advances now allow us to build ‘smart systems,’ not just systems that move vast amounts of information among various entities. This type of information sharing enhances public safety, increases productivity, provides critical indicators and assists in making informed decisions of a preventative nature. Officials within the State of Iowa recognized this critical need and have established a platform on which to build such a smart system.”

Customer stakeholders formed a Criminal Justice Integration Steering Committee and conducted project oversight. Datamaxx performed a comprehensive data analysis and needs assessment of available systems, the results of which along with information sharing recommendations being reported to the Steering Committee. Kaleidoscope was then designed and deployed by Datamaxx based on the Steering Committee’s approval of Datamaxx recommendations. The Datamaxx approach to integrated criminal justice information sharing systems not only provides an effective information sharing resource, but also facilitates informed decision making by end users of the system at various stages throughout the criminal justice process.

Businesses searching for economic developers with money might find this of interest. Tallahassee-based Florida First Capital was named the largest Small Business Administration lender in North Florida by loan volume.

The company, a certified development company for the state and one of the nation's largest providers of SBA 504 loans for commercial real estate and heavy equipment, issued more than $32million in loans for transactions totaling more than $78million during the 2004 SBA fiscal year, which ended in September.

The SBA 504 loan program provides low-interest, long-term, fixed-rate financing - usually for 10 to 20 years - for small businesses to purchase real estate, machinery or equipment.

Locally, Datamaxx's Kay Stephenson and Moore Consulting's Karen Moore have sought out the company, which statewide loaned more than $93million for commercial real estate projects exceeding $222million in total value.

Toughness served Kay Stephenson on the way to CEO

The wounds have yet to heal for Kay Stephenson. Even now, more than six months later, her face reflects pain when she's asked about the subject. Last year, Stephenson - the president and chief executive officer of the Datamaxx Group - entered a bid to provide the Florida Department of Highway Safety and Motor Vehicles with laptops for state troopers. But officials didn't want to accept the bid, even though it was $700,000 less than Datamaxx's competitor. They wanted to go with another company, which had what they considered a better software vendor.

"It was very difficult to maintain professionalism," Stephenson said. "I had not had that experience before. I still find it hard to swallow, but I knew as long as I maintained my integrity, I would be OK." And she is. The 5-foot-2 woman literally became the "David" who beat "Goliath." Datamaxx, which had to split the deal with two other vendors, got the bulk of the project and is the project manager.

"There was a real streak of toughness I saw there (during the bid war)," said Jonathan Waters, Stephenson's partner and vice president of research and development for Datamaxx Applied Technologies, a subsidiary of the Datamaxx Group.

13. Here's a few other bits of info from the above story
In 1991, Stephenson, Tims and Waters created Datamaxx Applied Technologies.

Today that division is a part of the Datamaxx Group, which includes Datamaxx Enterprise Intelligence, based in Tallahassee, and Datamaxx Professional Services, based in Orlando. The Enterprise Intelligence division allows agencies to integrate and access information from systems not like theirs. The Professional Services division provides the support services, such as consulting and analysis for the Datamaxx Group.

Enterprise Software: Hummingbird Analysts Scratching Their Heads, Insiders Selling

Toronto, ONT, August 25 /SHfn/ -- Hummingbird recently announced positive Q3 results. Sales for the quarter ended June 30, 2000 were $60 million, up 41% from the same period last year. Adjusted net income was $9.3 million as compared to $8.0 million for Q3 the previous year. Earnings were $24.2 million or $1.37 a share for the nine months ended June 30, 2000, compared to $21.9 million or $1.42 a share for the same period last year. CIBC World Markets is expecting $230 million in revenues for FY2000 and $267 million for FY2001.

There are 19.0 million shares outstanding, and the major shareholders are CEO Fred Sorkin at 10%, and President Barry Litwin with 6%.

Nesbitt Burns downgraded the company from a "top pick" to an "outperform" and reduced its target price from $95 to $72.

Many analysts seem to be scratching their heads on Hummingbird. Since August 3, six analysts have issued Hummingbird with a "buy" type recommendation. CIBC Markets has not changed its "strong buy" since January. Since then, the stock has climbed from $48.60 to $87 and back down to $45.95. RBC Dominion Securities has had an "outperform" recommendation since December 1999, when the stock was $48.60, but, has recently reduced the stock's price target from US$67.00 to US$40.00. Nesbitt Burns has had Hummingbird as a "top pick" close to the stock's high of $87.00 and all the way down to its current $47 trading range. On August 4, 2000, Nesbitt Burns downgraded the company from a "top pick" to an "outperform" and reduced its target price from $95 to $72.

The EIP market is estimated to be worth about $5 billion when combining content, knowledge and data management, and is growing at over 30% per year. "That's probably true, but this (EIP solutions) will probably be an add-on product, not a product that is bought for itself," says a pessimistic analyst who asked not to be named.

"Overall, their EIP business is essentially the PC DOCS business, some consulting business and some other business. I don't think there is anything in business intelligence. What's the growth profile on that?" concludes the analyst.

In addition to major competitors, there are a number of start-up vendors that have emerged in the portal space. Viador , Plumtree, Autonomy , Epicentric, and Yahoo are a few of a growing list of companies that are EIP competitors.

While analysts were recommending buying Hummingbird this spring, nine insiders were selling Hummingbird. Insiders sold 204,998 shares between the dates of March 1 and March 6, which was just before Hummingbird began its descent from its high of $87. The largest sellers were President and COO Barry Allan Litwin and CEO Fred Sorkin. Both insiders unloaded a hefty 50,000 shares at a price of $68 on March 1, which equates to a handsome $3.4 million each. Hossam Abou Zeid placed a close third cashing in 40,000 shares on March 3 at a price of $75 for a total of $3 million. Perhaps they knew what analysts did not.

No connection to Triad or Mr. Blackwell. I have searched for political contributions and found them to be mostly for Kerry.

Still going to hunt down one more road and then I'll stop.

Users visit the registry’s Web page, at www.mipsor.state.mi.us, and search for sex offenders by ZIP code. Datamaxx’s CyberLinxx Server software transmits the request to the mainframe using the Poll/Select Protocol over the two-wire direct interface.

The mainframe handles the request as if it came from an authorized mainframe terminal, and hackers are blocked because TCP/IP transactions cannot travel over Poll/Select, Datamaxx vice president of R&D Jonathan Waters said.

but the JINSA thing is important, just to know what we're dealing with here.

JINSA is The Jewish Institute for National Security Affairs. Generally considered to be very politically influential, very pro-Israel, and has plenty of the neocons associated with it, the same people who greased the wheels of the war against Iraq. Richard Perle (aka Prince of Darkness) is another of the advisors.

Blackwell is also, the bio says, a member of the Council on Foreign Relations. This another heavy influence sphere, with all the people we've grown to wish would move to Mars ASAP.

So, we're dealing with someone in Blackwell who is not just an ordinary Secretary of State, but someone networked into the heavy hitters who love this administration.

Just because two names are found in the same Google search, with ... between them -- doesn't mean anything. You have to actually go there to see what you have. The first link is nothing -- jinsa and Rapp are NOT connected there.

The Jewish Community Relations Council Records of Cincinnati are interesting -- a Michael G. Rapp was director 1985-1988. And, it is Ohio. But, we have no proof that Michael has anything to do with Triad.

So far, all the Rapps involved with Triad have a middle initial A.

So, if anybody wants to take a crack at associating Michael G. Rapp with Triad's Dwayne A. Rapp and Brett A. Rapp, go for it.

Currently, Senator Mack serves as chairman of the Board of Directors of the H. Lee Moffitt Cancer Center & Research Institute as well as on a number of boards, civic and volunteer organizations.

During his congressional career, Senator Mack played a key role in the passage of laws dealing with health care, financial modernization, modification of the tax code, and public housing reform. A cancer survivor, Senator Mack has also been a strong advocate for cancer research, early detection and treatment. Senator Mack led a historic bipartisan congressional effort to double funding for biomedical research through the National Institutes of Health and worked tirelessly to secure the necessary appropriations. He is past president and founding trustee of the American Cancer Society Foundation. He has been the recipient of numerous honors and awards over the years, including the 1999 National Coalition for Cancer Research Lifetime Achievement Award; American Cancer Society’s 1992 Courage Award and the Susan G. Komen Breast Cancer Foundation’s Betty Ford Award.

Mack helped define the framework of landmark legislation to allow the financial industry to respond appropriately to the increasing demands of an aggressive global marketplace. He has a long history of fighting for debt-deficit reduction. He co-authored and introduced into the House the landmark Gramm-Rudman deficit reduction law.

In recognition of his ability to forge coalitions and function as one of the most successful bridge builders between various po9litical interests, he was singled out by his Republican colleagues into councils of leadership. In addition to his Chairmanship of the Republican Conference, he served as the Republican Conference Secretary. He was the Chairman of the Joint Economic Committee for two terms and served on the Senate Finance, Banking, Housing and Urban Affairs, Appropriations, Foreign Relations and Intelligence Committees during his congressional career.

Senator Mack’s interest in economic affairs stems from his 16 years in the banking industry; five of those years as president of the Florida National Bank of Lee County. Educated at the University of Florida, he holds a degree in marketing and business.

Born in Philadelphia, Pennsylvania on October 29, 1940, Senator Mack has been married since September 1960 to the former Priscilla Hobbs, a native of Fort Myers. They are the parents of two children and the grandparents of four. Their son, Connie H. Mack, was recently elected to the Florida House of Representatives for District 91.

Senator Mack is the grandson of legendary baseball manager and owner of the Philadelphia Athletics, Connie Mack. The Senator’s great-grandfather, John Sheppard, served in the U.S. House of Representatives from the sate of Texas, as did his maternal grandfather, Morris Sheppard. Morris Sheppard was later elected to the U.S. Senate. Senator Mack’s step-father, Tom Connally, also served in the Senate representing Texas.

From that moment on, the employees really teamed up and got involved. First we recruited our team members. So many employees were interested that we formed two teams. They developed a theme, ?SUPERHEROES BATTLE CANCER,? and announced the team names. Leah?s team, ?THE CYBERFORCE,? included her husband Tate O?Connor, Kay Stephenson, Bill and Maxine Latini, Orin Walker, Stephani and Jeff Miller, Troy Etherton, Wanda Mitchell and Renee Castiglione. Kathie?s team, ?THE MAD MAXXERS,? included her husband Tim Underwood, Alan Nelson, Bill and Christina Lake, Greg Rohm, Kelly Flaminio, Kim Brogle, Ron Larson, Scott Kennon, Mike Stephenson and Vivian Greene. The fund raising was off and running. Members were baking sweets and selling them, writing letters to friends and family, raffling crafts and selling tickets to an all you can eat spaghetti lunch. After months of this frenetic activity, the event was upon us. Plans were made for walking schedules. This is part of the uniqueness of Relay for Life; one person from every team must be on the track from 6:00 p.m. Friday evening until 12:00 noon the next Saturday. While one member was on the track, the rest of the team was having fun, camping out, listening to live music, participating in pie eating contests, sleeping bag races, midnight pajama contests, water cannon battles and lots more. We were ROCKIN?!

40. I found an interesting PDF while searching on Datamaxx.
I don't know if it's of any use. It appears to be a list of lobbyists that are registered to lobby the Florida legislature. If I'm reading it correctly it lists each individual along with the organizations they lobby for. It lists the names "Bobby L. Brantley Sr." and "Eric J. Thorn" as lobbyists for "Datamaxx Group, Inc." Interestingly, it also lists lobbyists for "Sequoia Voting Systems" but not in any connection with Datamaxx. I can't find any mention of "Triad" or "Diebold" in it. It's dated 12/22/04 so it's current.

Triad has stated that they could access the machines remotely...or so I have been told. I am more versed on Diebold that Triad so I don't know the specifics of the system.

What we are lookiong for are links between Triad, DataMaxx and to boot K Blackwell. Now in a earlier thread there was information to a company called Blackwell Consulting. I would like to know if Ken Blackwell is associated with that company or not. Is it his brother? Cousin? Son? what if any is the connection. Short of calling and asking...which is my forte...or going to the SOS office and getting the corp information I am not sure how to get that information.

That would be a huge piece of information. Perhaps I should just make the damned call.

that software was bought by Dir. of Victims of Crime/State run program for the sum of 2Million (the programs worked better before the big spend). Got this from a close friend of my family who called about something else and this was uncovered. She won't give me anymore details... don't know if this is the same software/I am only speculating here.

No. The state will no longer contract with Datamaxx for workstation software. Agencies that wish to continue using Datamaxx software may contract with Datamaxx directly regarding the purchase, licensing, maintenance, and interface with the state.

What happens to my Datamaxx terminal?

The State’s Datamaxx LEIN terminals are not sufficient for use with the new browser application. The hard drive must be disposed of in such a manner to prevent unauthorized use. The agency may reuse or dispose of the remaining components at the discretion of the agency. Maintenance and upkeep of this equipment is the agency’s responsibility. The state will no longer provide support for these terminals.

Ask Robert D. Blackwell Sr. ’66, how he grew the company of which he is president and CEO — Chicago-based Blackwell Consulting Services — from a four-person office in 1992 into a trailblazing information technology and management consulting firm in just 10 years, and he answers, “Determination, hard work” and something unexpected: “diversity.”

“By ‘diversity’,” he explains, “I don’t mean that clichéd spiel about giving some poor disadvantaged kid a break.” Instead, he’s talking about selecting employees from a worldwide talent pool. “The computer business is global, so it makes sense to have a global workforce,” he comments. “BCS makes it a point to employ a lot of people — and by ‘a lot,’ I mean more than five — from Russia, Venezuela, India, The Philippines, South Africa and Ireland, for example. Half our employees are female and almost half are African-American.”

Over the almost 40 years Blackwell Sr. has been in the business arena, he says he’s learned that South Africans of all colors are talented negotiators, that natives of Ireland write especially well, that women of all races are excellent project managers, and so on, and he believes in diversity so much that he counts it among his company’s long-term strategies. Any concerns about stereotyping fall by the wayside when set against these results: Today, BCS employs a talent pool of some 250 people; boasts more than 100 national customers; has offices in Chicago, Boston, Cincinnati, Atlanta and Bloomington, Ill.; and realized net sales of $29 million in 2002.

BCS’s client roster, which includes Aeon Insurance Group, State Farm Insurance, Waste Management, ABN Amro, Cincinnati Public Schools, the University of California and Northeastern University of Boston, is just as diverse. On any given workday, BCS collaborates with perhaps 20 clients to tailor large, complex websites to the needs of each, so successfully that BCS has become the largest minority-owned business in the Midwest.

“I’ve always been motivated,” Blackwell remarks, “but I learned about working hard when I came up against Josephine Fugate, who was my algebra teacher at Wichita State.”

Having come to WSU from Bryn Mawr, Penn., on athletic scholarship, Blackwell was a starting linebacker and center for the football team. “I played football pretty well,” he says, “and I unfortunately had that stereotypical jock attitude — academics, shall we say, came second.”

He quickly found out that Fugate, now WSU dean emeritus of women, didn’t tolerate slipshod course work. “She challenged me,” Blackwell remembers. “She saved me. She was always there for me, at the university and afterwards. If I had no other reason to love WSU, it would be her.” He still returns to Wichita now and then to see Fugate and Jim Rhatigan, now dean emeritus of students.

It was Fugate who paved the way for his first job, as an IBM systems engineer in 1966 — IBM-Kansas’ first African-American employee — which got him in on the ground floor of the computer revolution. She says, “As a liberal arts major, Bob was a perfect fit for the new field of computers.”

In 1970, he was hired away by Ken Orr ’60, who was then-head of computer operations for the state of Kansas and who, as an incoming member of the football team, had known all-Missouri Valley Conference player Blackwell briefly at Wichita State. Orr, now the founder and president of the Topeka-based Ken Orr Institute, remarks, “Bob may be the world’s best salesman, but beyond that, he may be the world’s best sales manager, which is a much harder job. Selling is talent, but explaining how to sell is tough. He’s the champ.”

Sorry this probably does not belong here and may be a total red herring, but I'm new and don't know where else to post.

Did anybody else notice that Rapp Systems (related to Triad) claims that they developed software that monitors the tiles on the space shuttle?

This seems relevant for two reasons...

a) links Rapp/Triad to Nasa (Clint Curtis?)

b) the space shuttle tile monitoring systems didn't seem to work either :-)

I recall Curtis saying that after the shuttle went down and the next day the Chinese said they were going to put a ship in space he decided that was when he knew he needed to do something. I wondered just what he meant by that.

Used to work for Datamaxx as a senior product engineer. He won his races in both 2002 and 2004--Repub state rep. Toby Nixon lost a close and expensive race to Democrat Laura Ruderman for one of the district's House seats in 2000. Nixon was appointed to the other House seat to replace Republican Kathy Lambert when she moved to the King County Council and he was narrowly re-elected in 2002.

I was the author of Amendment 1 to International Standards Organization standard ISO 3309, which defined a character-oriented framing technique for sending computer network data which is now used by millions of people every day for dialing into the Internet over modems. Here's a snippet of what's on that page.

Consider the following scenario:

1. Host prepares a message for transmission.

2. Host passes the messages to Communications sub-system.

3. Communications sub-system passes message to communications
controller.

4. Sub-system sends message immediately to destination, but is not
aware if any intermediate devices (e.g. bridges or routers) are
inoperative.

5. Remote communications processor receives message, acknowledges
it and places it in a buffer.

6. Remote application crashes before reading buffer, or operator
powers system off.

In this scenario the host application would consider that the messages has been
correctly processed, when indeed it was not. Furthermore, many messages may
have been sent and buffered for a remote application that never processes them.
There are also many other potential points of failure that can leave the host
in a state assuming a message was delivered, when it was not actually delivered.

Multiple personnel from DataMaxx, Northrop Grumman, the FBI and various state criminal justice organizations received the training above, within the past year.

Datamaxx Applied Technologies, a Tallahassee, Fla., law enforcement equipment specialty firm, has developed software for a new breed of tiny palm-sized computers that are now literally part of the uniform for at least 15 New York City police officers. The foot patrolmen conveniently wear the RIM computers on their belt loops. Officers are testing the computers for their effectiveness in accessing information quickly at the scene. Patrol car computers known as mobile digital terminals have been used throughout the city for years, but the new palm computers are easily concealable and can be carried on scene by the officer who otherwise would have to wait for a patrol car radio or use a phone to retrieve suspect information. The computers cost $3,500 each and were built by a Canadian manufacturing firm called Research in Motion. The Council on Foreign Relations has been the most powerful private organization in U.S. foreign policy since it began in 1921. While priding itself on non-partisanship and on recent efforts to recruit minorities, women, and youth (under 35), CFR's 4,200 members mainly reflect the resources needed by the ruling class to maintain their power. Don't call them if you want to join; they call you. And don't wait for a call unless you have big money, national security expertise, CIA experience, a political constituency, or clout with the media. CFR publishes the prestigious journal "Foreign Affairs" as well as a number of books and reports. Another major activity is to organize closed meetings for their members with assorted world leaders. Everyone feels free to share views and information about current world events, primarily because CFR has strict confidentiality rules and keeps its records locked up for 25 years.

To save disk space, the several membership rosters in NameBase were entered to avoid redundancy. Citations to membership rosters prior to 2004 (1985, 1992, 1995, 1997 and 2001) were deleted if the name also appears on the 2004 roster.



National Reporter (1985-1988)
CounterSpy published 32 issues from 1973 to 1984, a special issue on Jordan in 1977, and 8 issues as The National Reporter from 1985 to 1988. Back issues are no longer available except through the PIR photocopying service.

This little magazine had a stormy history. After they started printing names of CIA officers around the world, a station chief was assassinated in 1975 by urban guerrillas in Athens. CounterSpy found itself under attack by what appeared to be an orchestrated U.S. media -- or perhaps it was simply pack journalism. Their struggle to keep publishing was not always successful.

More than once this was where you read it first. The station chief in Costa Rica, Joseph F. Fernandez, first appeared in CounterSpy in 1975, even while the Washington Post was sticking with his pseudonym up until the day he was indicted in 1988. And the National Endowment for Democracy, finally recognized for its role in buying the Nicaraguan election in 1990, was first exposed in The National Reporter by editor John Kelly in 1986. This magazine will be missed by those who feel that they need to know.

Timmerman, Kenneth R. Shakedown: Exposing the Real Jesse Jackson. Washington DC: Regnery Publishing, 2002. 501 pages.
This biography of Jesse Jackson is written by a conservative and published by Regnery, which is very conservative. Occasionally in the book, on certain issues, the author reveals the right-wing baggage that he brought to this project. There is too much red baiting over the background of Martin Luther King advisor Jack O'Dell, a former CPUSA member. (The CPUSA played an important role in the early civil rights movement, and deserves credit for this, not scorn.) Other examples are when the author mentions Jackson's position on the Panama Canal, or his meetings with Yasser Arafat, or with officials from the African National Congress (some of the leaders in the ANC were Communists, which is all the author needed to know about that).

The other ninety percent of this book exposes Jackson's career as a huckster and shakedown artist, and is meticulously documented. Jackson's association with Chicago gangsters has by now evolved into his technique with American corporations. The approach is somewhat crude: if a corporation helps fund one of his many "nonprofit" fronts, Jackson won't sabotage their plans by flexing his affirmative action muscle. Other fascinating chapters chronicle Jackson's inept dealings with African thugs such as Charles Taylor of Liberia. Jackson traveled as a presidential "special envoy" at a crucial time in that region, which amounts to evidence of Clinton's poor judgment.
