YAWCOO - Yet Another Warren County Oddity Observed

Once again, this may be absolutely nothing, but here is another observation:

In the 2000 general election, the number of Registered Voters appeared in column 33 of the Warren County Canvass Report, with the number of Ballots Cast appearing in column 34.

In the 2002 general election, the same columns were used - Registered Voters in 33 and Ballots Cast in 34.

In the 2004 general election, the number of Registered Voters appeared in column 35 of the Warren County Canvass Report, with the number of Ballots Cast appearing in column 36.

Admittedly, two data points does not a sustainable pattern make, but it did strike me as odd that once they appeared to start using certain columns, they would change.

I wonder two things: Why the change and what WAS in columns 33 and 34?
