The vote count continues? Yes, No?
My impression has been that the vote counts continue whether Kerry concedes or not. There are local races, ballot initiatives etc on all of the ballots, not just a separate Presidential ballot.

I believe all the "legitimate" votes continue to be counted in this race and "final" tally will be done.

Am I wrong?

This is a straight question about the formal process.

1. They're still counting Kerry's votes
They finished with Bush's since most of them exist only in 26-dimensional space-time and are invisible to the naked eye.

4. Yes, there are state level races too.
They have to keep counting all the votes to certify the state anyway.

5. The method for counting votes is in the Election Code for each state......

The count must proceed until all applicable legal requirements are met. :)
