Know it sound like a remedial question but I keep seeing it implied that he is entitled to.

1. In most states, any candidate can request...
... a recount. State laws usually have provisions to prevent frivolous recounts by setting an arbitrary low percentage difference in the count to trigger a recount. Above that, the candidate is forced to pay for the recount, rather than the state.

So, I think, in both Florida and Ohio, Kerry could have demanded a recount, but his campaign would have had to pay the costs of doing so.

2. what about all that money?
Didn't they collect like, hundreds of thousands of dollars for exactly that purpose? If JK really wants every vote to be counted.. as he said in his speech.. I think this is the action that needst to be taken.

3. Don't ask me...
... I'm not privy to Kerry's private thoughts. As far as the money goes, they may have it or could get it. I don't think money was the central issue.

10. They have certainly asked for the money.
Promising us there will not be a repeat of 2000,and that they needed the money for thousands of lawyers who would be ready and able to contest the election if needed.

4. Why bother? There's nothing to recount.
Thanks to BBV of Diebold, the CEO of which promised to "deliver Ohio's electoral votes to Bush," there's nothing to recount. All you have are numbers with nothing whatsoever to back them up.

7. no
there is at least the tally of voters that took ballots, and the total votes reported.
and i think you need to have the count certified, then ask for a recount.

9. That's not exactly true.
Most of OH did indeed have paper ballots.

5. How about we get a complete COUNT first then worry about
recounts.

8. Florida...
still has over a million absentee ballots, right? I know both campaigns urged absentee voting; the repubs withdrew their urging pretty quickly, as they were pushing absentee voting as a precaution to terror attack...

Ugh, this whole situation is sickening.
