8. DELEGATE Eleanor Holmes Norton is a NON-VOTING member of the House
Since the Repukes won't give statehood to D.C., none of the representatives from D.C. have ever been able to vote. Nor can any of the territorial delegates to the House (Guam, Puetro Rico, etc.)vote.

If Norton voted, this would be a historic first. :eyes:

Well, there are 33 voting members of the Congressional Black Caucus. That would be my bet. Perhaps one was absent, thereby, giving you the 32 votes.

Kucinich making up the 33rd. That would be pretty sad if it broke down that way. Only African-Americans (besides Boxer and K.) care about the integrity of our electoral system?
