If Dems in Congress can't get legislation passed then...
it is up to the people.

The best alternative would be to start ballot initiatives in all of the important swing states. Call it the "The Fair Voting Rights Initiative" or something. It would need a sponsor organization (preferably non-partisan, voter rights oriented), some funding, and a few thousand volunteers to collect signatures. Then all it takes is some good PR, appeals to patriotism, and a few good endorsements from both sides of the fence. If executed correctly, it would be a very difficult initiative to defeat (no matter how much they decided to cheat). ;)

2. I'm note sure there are provisions for ballot initiatives in those states
We are used to having them in CA, but I don't think they are allowed in that many states.

Please let me know. If so, what do they do in other states if anything?

5. Here is a link to a source for criteria for various states....
Looks like some states permit initiatives to be started by voters, other states must be started by legislators....

6. I think it is up to us period...
With a total Republican (mis)led USA government, it is totally up to us.

I talked with my 84 year old neighbor - a very smart man, he told me to continually write to your congressmen and write letters to the editor.

So, write one letter a week. That is the least we can do.
