2. Here's a quote from the web page that sums it up
What seems very odd in these numbers is that the increase in ACTUAL votes from EXPECTED votes has a striking pattern of being so much higher for REPs than that for DEMs in counties using optical scan voting machines, even when smaller counties are excluded from the analysis.
