Do we even know how many provisional ballots were cast in Ohio?
There is no news anywhere about that important tidbit. Surly there must be an answer somewhere.

Also, who is monitoring the counting of the votes there?

1. I don't think so.
They were throwing away the ones that didn't qualify and keeping no record of how many were thrown away. That's the last I heard.

4. That was in Florida, not OH
According to OH law, they have to wait until Nov 11 or 12 to check the ballots. They have said that total number of ballots is around 150,000.

3. For the first time I am wondering...
...how any Presidential election can be called later that night or any time the next day when there are provisional and absentee ballots to take into account.

5. How many provisional ballots were cast in 2000?
The number for this year must be greater, right?

How can they not have released a guesstimate by now? Who is guarding those things anyway?

6. There is no legal mandate
For the precincts to keep track of the number of provisional ballots cast. So, in short, no. We don't know.
