Do provisional ballots count? |

I am confused. Are they always counted in the end? Or do some go uncounted? What is happening in Florida and Ohio provisional ballots?

and allowed or disallowed based on... on... on something, I'm not sure what.
Everyone who voted a provisional will get a letter saying they were allowed or disallowed, and why. At least in my county, that's what they're doing, YMMV.

A provisional ballot is a method by which a person can vote when her or his name does not appear on the official voter registration list. If it turns out they should have been on list, the vote will be allowed. If not, the vote is not counted.
