1. From the reference library
According to this, NJ may not be a state adopting the Voting System Standards or ITA Testing.
http://www.fec.gov/pages/faqsvss.htm

Here's a pdf of NASED approved equipment:

Here's a list of Jersey certified equipment:
http://www.njelections.org/Certified_Voter_Machine_Listings_7_16_04.pdf

Let me know if this helps.

2. Beware however
NASED certification does not mean safe or secure. Look to Diebold software as an example.

3. There isn't really such a thing as HAVA-certified
Certification is to 1990 or 2002 Voting System Standards.

IIRC, HAVA requires funds to be spent on equipment certified to the standards in place when enacted. This would mean 2002 VSS.

So, 2002 certified equipment is HAVA-compliant. 1990 is not.

ANd yes I think NJ may not be a state adopting the Voting System Standards or ITA Testing.

5. Some of the certifications date back to 1935.
The documents titled "Certified Voting Machine/Devices In New Jersey."

http://www.njelections.org/Certified_Voter_Machine_Listings_7_16_04.pdf

Some of the certifications are as recent as 2004 (Avante).

Further, the document is dated July 16, 2004.

Seems like a place you might start based on your OP.

Now, who are the folk that do the certifying?

There was this note relative to the Avante DRE Full-face Vote-Trakker - (An examination of voting machine was held on June 21, 2004 pursuant to N.J.S.A.19:48-1. Certification is pending the Attorney General’s review.)
