Perhaps in Santorum's home district.
Say, we all owned one hour a year at some mobile home in the hills for $5/year?
Just a thought I had.

Or maybe they already own a "summer cottage"?
What I mean is a few hundred (or thousand) people could all buy into the same timeshare for $5 each.
We could do this very cheaply.

And you pretty much GOT your (pretty nice) little mobile home in the hills. Then it would be, like, $1 a year to pay taxes, and have a surplus to cover "maintainance".
