Voting problems and uncounted votes in Lucas County, Ohio

I wish to acknowledge the work of Pat Lent, Brian Taylor and Cindy Darrah who contributed research and ideas for this paper. Dan Kornacki converted the data from Lucas County into an Excel Spreadsheet.

This report contains overwhelming evidence of voter suppression in Lucas County, Ohio.

A list of voters who voted provisionally was obtained from the Lucas County Board of Elections. The report listed name, address, precinct voted in and reason for the vote being invalidated. Voter turnout data by precinct was obtained from the Lucas County Board of Elections website. Other information was obtained over the telephone from the Lucas County Board of Elections and the Wayne County City Clerk’s office.

A large number of citizens voted by provisional ballot in Lucas County on November 2nd and most of the uncounted provisional votes were cast in Toledo. <bolding mine>

1. Lucas County huh?
The home of Tommy Noe, where:

voting machines locked up on 11/2/04
the whole board of elections had to quit after the election
a couple who had lived in the same house since 1960
(first vote for JFK) and had always voted in the same place
went to vote and had to vote provisionally because they were
no longer registered.
Tommy Noe's wife worked for the BOE
Computers were stolen from a Kerry HQs building that contained
voter files
repug operatives had access to voter files in the BOE for
an unknown time before the election

2. there is a big payoff expected when you are given 50 million to invest in
a risky business, appointed to the Ohio Turnpike Commission, and you're appointed to the Ohio Board of Regents even though you didn't finish a year of college.

Turnout above 90% is almost unheard of. I have examined the
canvass records in eight other Ohio counties and have seen
reported turnout above 90% only in two precincts in Miami County
where, in my professional opinion, the election was hacked.
Miami and Lucas counties are also the only two counties whose
records I have examined that used optical scanning machines, as
confirmed by the map posted at

Altogether there were 63 precincts in Toledo with less than 60%
reported turnout. All of them were won overwhelmingly by John
Kerry. The vote in the aggregate was 19,353 to 4,247, more than
4.5 to 1. But look at the distribution, or more precisely, the
concentration. Of the 8 precincts with less than 50% reported
turnout, 4 are located in 2 wards. Of the 29 precincts with less
than 55% reported turnout, 20 are located in 4 wards, and 24 are
located in 6 wards. Of the 63 precincts with less than 60%
reported turnout, 34 are located in 4 wards, 39 are located in
5 wards, and 43 are located in 6 wards.

3. oops, I forgot to mention that Lucas County used Diebold optiscan machines
and if you don't think there were problems with manipulating the machine votes, look at this from election night as saved by jsamuel:

Thomas Noe's County BOE of course, with his wife Bernadette!

They made sure there was massive discounted ballots everywhere, and numbers popping up in the opposite direction....The phantom returns!!!
