HAVA funds dried up before the deadline?
Rep. Marcy Kaptur (D-OH) says that counties are not receiving HAVA funding in a timely fashion. How shocking -- the federal government spending money it doesn't have, forcing counties to buy fraudulent voting systems they don't need.

She said the money factor should be monitored carefully.

2. The Process as I understand it
States publish State HAVA plan in Federal register.

Each year feds give money to state based on state plan.

AS counties purchase equipment or complete other projects, like Wheelchair ramps at polling places-- the state makes payments.

The States should have the money in escrow.
