Mexican electoral court rejects recount ! ! ! |
http://www.democraticunderground.com/discuss/duboard.php?az=show_mesg&forum=364&topic_id=1827619&mesg_id=1827619Court didn't totally reject a recount, but allowing only 10% (per NPR news) of precincts to be recounted is a joke! Anyone have a link showing which precincts will be recounted? Can anyone be an international observer for the recount?

3. but recounts won't detect stuffed ballot boxes anyway (unless combined |
with full reconciliation and chain of custody still intact)

4. Full reconciliation is doable, but proving an intact chain of custody, |
for every recounted precinct, is going to be a massive problem for Mexico. It is the Achilles heel of elections everywhere, though, no matter their form (paper or plastic). Even in counties in the U.S. where the chain-of-custody process is tightly prescribed through a combination of state statutes and county administrative rules and procedures, it is only effective if everyone involved in that process is a rigid adherent. A 99.99% compliance rate constitutes failure. We must solve for that, here in the U.S., and in Mexico.
