A former House page says he had sex with then-Rep. Mark Foley (R-Fla.) after receiving explicit e-mails in which the congressman described assessingthe sexual orientation and physical attributes of underage pages but waiting until later to make direct advances.

Yet the former page's exchanges with Foley offer a glimpse of possible predatory behavior by the congressman as he assessed male teenagers assigned as House errand-runners. Los Angeles Times October 8,

He downplayed the significance of the vote for Buchanan, and at the same time defended it by implying that there was a stealth core of Reform Party backers in the County. MEXICO CITY — Esperanza Luna, 60, spent 48 days this summer sleeping on a mattress under a tent in Mexico’s colonial plaza, the Zocalo.
“It was an ordeal, but we had to support our candidate,” she said. “A massive fraud was perpetrated on us.”

Luna and many other Mexicans say they remain convinced that presidential elections in early July were stolen by the country’s political and business elite.
The sit-in by thousands of supporters of leftist candidate Andres Manuel Lopez Obrador lasted 2½ months, even after a partial recount ratified the results.

But the political battle over July’s election results is far from over. Unlike the bitterly contested U.S. presidential election in 2000, Lopez Obrador refuses to follow Al Gore’s example and accept defeat.

Instead, he vows he will never recognize the victory of conservative candidate Felipe Calderon, who was confirmed president-elect last month by electoral officials.
Lopez Obrador is not kidding, either.

3. AZ: More Election Racism: Arizona Refuses to Fix Problem it Created

Here you go. Visions of the future. Voters registered in Maricopa County under a Voter ID Law requiring more identification than previously required. Many, perhaps 20,000, were rejected. A US Court of Appeals just overturned the law. But guess what, Maricopa County Registrar Karen Osborne acknowledges that they have these registrations, which would have been valid under the Court ruling; and she’s not going to go back retroactively and either (a) validate the registrations or (b) notify those rejected that they might no be registered if they return.

9th U.S. Circuit Court of Appeals judges granted an injunction Thursday against enforcing provisions of the law known as Proposition 200, which require voters to provide proof of citizenship when registering and proof of identification at the polls.

Given that midnight Monday is the deadline for registration, plaintiffs’ attorney David Rosenbaum said county elections workers should retroactively approve all of the denied applications based on the court’s ruling.

“Since those registration forms are already in hand, it’s as if they met the deadline,” said Rosenbaum, who represents a group of Prop. 200 opponents that includes the Intertribal Council of Arizona, the League of Women Voters of Arizona, the League of United Latin American Citizens and the Arizona Advocacy Network.

But Maricopa County Elections Director Karen Osborne said the court’s ruling failed to mention anything about retroactive approvals, and that doing so would pose logistical problems such as having to verify the current address of each applicant.

“It’s certainly going to take more (legal) action to have us approve those,” Osborne said.

The 1965 Voting Rights Act was among the crowning achievements of the civil rights movement. It would be encouraging to think that the last vestiges of voter intimidation, oppression and suppression were swept away by the passage and recent renewal of the historic law.

Yet a growing number of reports cast a harsh spotlight on flaws in our voting system. The reports suggest voter suppression is not a relic of the past and warn of the increasing use of creative, cynical and subtle tactics that have taken their place.

Meet Prentice, a registered Democrat who served in the Navy overseas from 2003 to 2005. When he showed up in his San Bernardino precinct to vote in the November 2005 California Special Election he was turned away. The reason according to the poll worker: "He was registered to vote from a false address." Last month the Riverside Press Enterprise reported the political party affiliation of dozens of Inland voters was switched to Republican without their knowledge during recent GOP-funded registration drives. Investigations by the state and the San Bernardino County district attorney's office into suspicious voter registrations have yet to produce any criminal charges. The PE reported registered Democrats were sent GOP absentee ballots and party campaign materials and were allowed to vote only for Republicans.

There are but five weeks to go before this year’s crucial midterm elections, yet voting rights problems that first surfaced on November 2, 2004 remain evident in many states across the nation.

But there have been some efforts to combat chances of their re-occurrence in this year’s elections. Or, at the least, prior to the presidential elections of 2008.

Lawsuits have mounted against efforts to deny the vote to U.S. citizens. In Arizona, Gonzales v. Arizona, as well as Inter Tribal Council of Arizona, Inc. v. Brewer, challenges Arizona Secretary of State Jan Brewer from enforcing the proof of citizenship provisions of Proposition 200, the Arizona Taxpayer and Citizen Protection Act. Proposition 200 requires proof of citizenship for anyone registering to vote and for anyone who is to be allowed to vote at polling sites.

Similar proof of citizenship lawsuits are being fought in Missouri (NAACP v. Carnahan and Jackson County v. Missouri), Colorado (Common Cause v. Davidson), Georgia (Common Cause v. Billups), Washington (Washington Association of Churches v. Reed), Indiana (Indiana v. Rokita), Florida (League of Women Voters v. Cobb), Michigan and Ohio.

Ohio, one of the states that played such a pivotal role in the last presidential election, has seen a number of elections-related lawsuits. The National Voting Rights Institute recently filed suit in federal court against Ohio Secretary of State Kenneth Blackwell and the state’s Director of the Department of Job and Family Services (DJFS) Barbara Riley for violating the 1993 National Voter Registration Act (Motor Voter Act). The suit claims that low-income residents were not provided with opportunities to register to vote at public-assistance and motor vehicles offices, as is required by the act.

Opposition leaders alleged Friday that Georgia's local and regional elections were riddled with fraud, but international monitors said the balloting was conducted "with general respect for fundamental freedoms."

President Mikhail Saakashvili told supporters that his United National Movement Party won "a minimum of 70 percent" across the country in voting Thursday.

Saakashvili cited exit polls reported by Georgian television, which said his party was ahead with around 56 percent of the vote, followed by the joint opposition Republican-Conservative bloc with 8.1 percent. The exit poll methodology could not be verified.

The Central Election Commission had been expected to announce preliminary results Friday but it said that it would only be releasing vote counts for certain districts and a fuller picture might not emerge for three days. It said provisional turnout among the 3.2 million registered voters was 40 percent.

Results from any Diebold machine now suspect for midterm elections

The Associated Press reported yesterday that several memory cards were "lost or stolen" during Cuyahoga County's May 2006 primary, jeopardizing the November vote count of 48 of Ohio's 88 counties that use Diebold electronic voting systems or central tabulators. http://www.ohio.com/mld/beaconjournal/news/state/15696778.htm

"Anyone who has physical access to a voting machine, or to a memory card that will later be inserted into a machine, can install malicious software using a simple method that takes as little as one minute," computer scientists from Princeton University reported last month. http://itpolicy.princeton.edu/voting

Nationwide, the election results from any Diebold machine are now suspect, with these stolen memory cards in circulation. Forty-eight counties in Ohio use Diebold technology, representing more than half of Ohio's registered voters. Confidence can be a funny thing.
After complaints about voting irregularities during the 2000 presidential election, Florida completely revamped its election equipment from a punch card system to a touch screen system.
The move was seen as necessary to ease concerns about votes not being counted.
Now, six years later, election officials are finding voter confidence at an all-time low with the touch screen system they installed.

I just came across a troubling incident that Bob Woodward reports in his new book. Very troubling.

On page 344, Woodward describes the doings at the White House in the early morning hours of Wednesday, the day after the '04 election.

Apparently, Kerry had decided not to concede. There were 250,000 outstanding ballots in Ohio.

So Kerry decides to fight. In fact, he considers going to Ohio to camp out with his voters until there is a recount. This is the last thing the White House needs, especially after Florida 2000.

So what happened?

James Carville gets on the phone with his wife, Mary Matalin, who is at the White House with Bush.

"Carville told her he had some inside news. The Kerry campaign was going to challenge the provisional ballots in Ohio -- perhaps up to 250,000 of them. 'I don't agree with it, Carville said. I'm just telling you that's what they're talking about.'

"Matalin went to Cheney to report...You better tell the President Cheney told her."

Matalin does, advising Bush that "somebody in authority needed to get in touch with J. Kenneth Blackwell, the Republican Secretary of State in Ohio who would be in charge of any challenge to the provisional votes." An SOS goes out to Blackwell.

Last year the Chilean polling firm Latinobarometro published results from 20,000 face-to-face interviews in 18 Latin American countries. Venezuelans, more than any other nationality polled, described their government as “totally democratic” and expressed an optimism in their country’s future that outpaced any other. This response sits in stark contrast to what would have been found just a decade earlier if a similar poll had been conducted. To understand this phenomenon we must take a look at Venezuelan politics before President Hugo Chavez came on the scene.

Since the fall of the country’s last dictator in 1958, Venezuelan leaders have favored political stability over actual democratic participation. So much so that the country’s top centrist parties entered into a power-sharing agreement that effectively shut out voices considered extreme from participating in politics. While this arrangement helped prevent authoritarian right-wing governments from taking power, it also created an insurmountable barrier for political leaders who spoke on behalf of Venezuela’s impoverished majority.

The results were profound. Elections were run by the two dominant political parties and even election results were tallied by party officers. The phrase “acta mata voto”, which roughly translates to “the tally sheet trumps the vote”, entered the popular lexicon as party leaders notoriously divided up votes for third parties between themselves. Audits of the elections and voter registry were never performed. To further complicate things the National Electoral Council (CNE), the body responsible for overseeing the elections, was part of the executive branch and viewed as a group of party “yes” men.

In the late 1980s and early 1990s oil prices plummeted and thousands of working-class Venezuelans fell into deep poverty. On the advice of the International Monetary Fund, much of the social safety net was stripped away and the country plunged into chaos.

PILGRIM: Now, in recent Suffolk county polls, 96 percent of the residents say they want to continue to use the lever machines, and there really is no reason to switch. It doesn't make sense.

DOBBS: You know, the country has done very well with paper ballots for a very long time. What kind of idiot would proceed with these e-voting machines when there's no paper trail, no plausible way to count these votes? What's happening in the state of Maryland, for example, is just — it's absurd.
