I have an idea to fix voter suppression problems

I'm kicking around a Constitutional amendment that will apportion Representatives based on the number of ballots cast and certified in the last general election. This will reward states with politically active citizens, and punish states who suppress voters. The enumeration of ballots would happen initially after the first general election to occur at least 6 months after the national adoption of the amendment, and would happen again every six years.

Would this do any good? Would it have a chance of going anywhere?

but it would never go anywhere. If nothing else, you need to understand how truly difficult it is to amend the Constitution. Your suggesting that states would willingly offer to give up Representatives, and that's just a non-starter. The underlying theory, to try to reverse voter suppression is a good one, but there are other ways to do that. Such as passing laws that make it easier to vote, not harder.

3. They only lose reps if they have low turnout

If the state can boost turnout, they will pick up seats from the states who can't.

how incredibly difficult it is to amend the constitution. Plus, what would be the threshold for losing or gaining a representative?

Many states with high immigrant populations unable to legally vote would not count as they currently do in the census for apportionment. California would probably be hurt the most.
