NC 08 Recount Seems Likely, Details and Deadlines, How You Can Help

The Kissell/Hayes contest for US Congress may end up in a recount situation.

Counts Still Under Way In 7 House Races
Guardian Unlimited,
UK ... Robin Hayes, a Republican,
had a 449-vote lead over Democrat Larry Kissell.
About 1,500 provisional ballots remained to be counted. ...

The Kissell campaign is hoping that the provisional ballots will
give him the lead he needs.


Failing that, he can ask for a recount...
Deadlines for requesting a recount are looming

However, if the provisionals put him in the lead, Hayes can ask
for a recount!

My understanding of the law is that requests for recount
are due the day after the canvass,in writing.
Canvass is set for Nov 17th,
according to the Independent Tribune.

The NY Times says a recount would be on Nov 20 or 21 -

However, if the canvass of the provisional ballots benefits Kissell over Hayes,
it is possible that Hayes might be the one requesting a recount.

The 8th Congressional district crosses ten counties, some that have
touchscreen machines with the thermal paper trail, and
some with the optical scan paper ballots.

The ten counties are: Anson, Cabarrus, Cumberland, Hoke, Mecklenburg,
Montgomery, Richmond, Scotland, Stanly, and Union.

you may want to email your county BOE to volunteer to help.

2. Someone needs to check all precincts for undervotes as in Sarasota
and also other Florida counties in AG race.
Note also that a voter from N.C. says that there was a problem with the opti-scan compiler that likely lost his vote for Dems and may have affected this race, resulting likely in undervotes in opti-scan area.
I likewise saw the same thing many times in EIRS reports from the 2004 election, and in checking for undervotes.

You can lose your vote to "undervotes" both in opti-scan and touch screen counties.
But its much more common in touch screen counties.

"what happened was when I put the ballot in the number didnt go up by 1. I asked them if that number counts the number of votes and they said it is the number of ballots the machine has counted. but when I put my ballot in the number didn't go up and my son said the same thing happened to him.

so how do I know my vote was counted? I vote in wake county"

I have found lots of these reported similarly in the EIRS reports for 2004 and found in the areas where I checked a strong
correlation to "undervotes" He's talking about the compiler not incrementing.

7. Similar cases of undervotes on opti-scans in Florida in 2004

Duval County
Opti-scan processor failure
048976 11/02/04, 5:30 PM PST Machine problem OIC (St. Paul Church), Jacksonville, Duval County, Florida When voter went to machine, it showed 731 people voted. After she cast her vote, it still showed 731 votes cast. The poll worker just blew her off, but she does not think her vote was counted. (voted approx 5:55 PM)

001099 08/31/04, 5:34 AM PST Machine problem Jacksonville, Duval County, Florida Voter was #52 to vote on the voting machine and then noticed that the next voter was also recorded as #52 on the machine - so he is not clear that his vote was recorded.

057256 11/13/04, 12:13 PM PST Machine problem Jacksonville, Duval County, Florida The mumber on the machine did not change when her ballot was counted. It started at 275 and remained at 275 after the ballot was cast.


machine malfunction, glitch, or ?

poll workers in 2004 documented by counting signins on logs vs official votes that some of these precinct reported glitches result in undervotes(some candidate loses their votes)
