We should read the actual paper!

They may just be proposing some other form of "independent verification" like another DRE to verify the first DRE, or a video record, etc., etc. It doesn't mean paper ballots. But it sounds encouraging.

NIST should have been much more involved with all this HAVA stuff from the beginning. You can blame Congress for imposing unrealistic deadlines for "compliance" without proper voting system standards.

It also helps when Maryland has election meltdowns because this is where a lot of NIST folks live and vote!

If NIST is saying to dump DREs, it's either because they were shamed into it by fellow scientists and engineers or because they experienced the problems for themselves first hand.

9. It Says shouldn't certify PAPERLESS DREs to 2007 standards
NIST not recommending decertification of DRES

This is what I gleaned from the executive summary

NIST is not recommending decertifying all DREs.
NIST is saying that paperless DRES should not be certified to 2007 standards.
NIST is recommending that 2007 standards for DREs require VVPATS
NIST also plans to write standards for independent verification systems.
NIST considers DREs with the VVPAT to be SI (software independent).
