What were some close Congressional races in various states; I believe some were swung by manipulatio

What were some close Congressional races in various states; I believe some were swung by manipulatio

n and that its possible to usually find evidence of it by citizens audits and followup serious audits,
based on having compiled EIRS voter reported irregularities to hotlines for 2004 and 2006.

Clint Curtis and a couple of other candidates are doing followup audits in Florida and may challenge some more
races in Florida other than the Sarasota race. Florida had several other close congressional races where underfunded
challengers came close in the official counts. And a couple of well funded challengers who lost in close races I'm even more suspicious about. I'm sure there were close races out there in other states that might have been swung by manipulation or voter suppression manipulation.
What is a comprehensive source of election results in Congressional races?
There might also have been some manipulation in close statewide state races that simple checks might find something unusual, like high undervotes or more votes than voters, stuffing the ballot box.

The EIRS data and other reports is a data base that can give a clue as to possible manipulation.
Likewise checking the county SOE election results for undervotes and relationship of number of voters signing the books to
number of official votes should always be done in close suspicious races, which most close races are these days.

Absentees have also historically been used a lot to swing elections, and should be checked.
Likewise provisionals.

Comparing percents in absentees vs early voting vs regular voting can also often find unususual patterns


an example of a race that should have been audited before concession is the Lois Murphy congressional race, where she was leading according to all polls but was narrowly defeated according to "official counts". She apparently conceded as soon as the official results were announced, without any audit and before provisionals were even looked at. Very strange behaviour to me, for someone who had gone through a big effort to compete for the race, and should have been aware of the large amount of "glitches" and manipulation that has occured in recent elections.

1. Ariz. Dist 1- (Simon/Renzi) Vote Fraud Involving Absentee Ballot reported

Arizona's 1st congressional district— Incumbent Rick Renzi(R) is well-known for his strongly conservative positions in a competitive district. In 2002, the Republican was elected with only 49% of the vote and a margin of just 6,000 votes over civil rights attorney Ellen Simon (Apache,Coconino,Yavapai,Gila,Pinal,Graham)

Renzi and Simon are battling in a huge, rural Arizona district that includes Casa Grande, Florence, Payson, Prescott, Flagstaff and the Navajo Nation.

EIRS reports in area (area not covered by EP volunteers in 2006)

1594 Absentee Problem Pinal Arizona Yes VOTE FRAUD INVOLVING ABSENTEE BALLOTS.
Elderly voter received at least 3 unsolicited phone calls from persons offering to pick up her absentee ballot and turn it in for her. Voter gave her ballot to the stranger who came to her door and drove away, but she has since called her local election office and been told that her absentee ballot has not been received.(similar happened in other counties)


A new poll of likely voters in Arizona's 1st Congressional District shows that Ellen Simon (D) has taken the lead over incumbent Rick Renzi (R), ...

2. Connecticut Dist 4 (Farrell/Shays) - Illegal dirty tricks reported
Cong Dist 4 Connecticut

Despite a Zogby/Reuters poll that had Farrell ahead of Shays 51% to 44%, polling at the end of October had been unstable in this race. On Election Night, Shays prevailed with a 51% to 48% victory. (For details, see Connecticut 4th congressional district election, 2006.)

The candidates were Christopher Shays, Republican, incumbent, member of the United States House of Representatives since 1987; Diane Farrell, Democrat, former Westport, Connecticut Selectwoman

551 Polling Place Problem Polling Place Inquiry Problem Hartford Connecticut Pulaski Middle School Yes Caller requested polling location. Had rececived computerized calls telling him to vote at an incorrect location (Lincoln School). Said that the computerized call then ended and can't recall whether there was any identifying information on the call.

1375 Voter Intimidation Problem New Haven Connecticut Yes Received 3 seperate notice of polling place changes. Caller voted at usual location without incident. Poll worker informed caller that these were not proper notices.

4041 Voter Intimidation Problem New Haven Connecticut Chase School No Police Officer was parked next to parking lot entrance. As cars pulled in, she was stopping them and in some cases, she asked voters to roll up the window and gave parking instructions. He said that this was unusual. She was standing in front of the parking lot entrance and stopping cars. Second incident at Tinker School, Waterbury Ct. (corner of Congress and High Winds Avenue): Waterbury cop was standing in front of the entrance of the school and standing there with hands behin his back. He appeared initimidating. He has them both on type.

5147 Other Problem New Haven Connecticut No she is a nurse. One of her clients, who may have some mental problems, reported that he had voted for the "President." She does not believe he should have been voting as he may not have understood what he was doing. She believes people had visited with him and my have exerted undue influence to get his vote.

Illinois's 8th congressional district—
The district contains some of the western suburbs of Chicago in DuPage and Cook counties. Democratic strength in the district has grown in recent years, but the balance still tilts to the Republicans. Duckworth's compelling biography and her campaign's heavy financial backing and free publicity made her chances seem good, and Democrats had high hopes. However, Roskam edged her out by a 51% to 49% margin.

4156 Polling Place Problem Cook Illinois No Woman registered at her church a few months ago but never received a registration card. She went to her local polling station where she was told she was not on the list. She is a spanish speaker and did receive assistance from a spanish speaking poll worker. They told her she could not vote because she was not on the list. They did not offer her a provisional ballot

3346 Polling Place Problem Cook Illinois Washington School No 1 out of 2 machines was down; lines were long

1957 Polling Place Problem Cook Illinois No The polls are open, (at 78th and Peoria), but the poll workers do not know how to operate the equipment, so people are being turned away from the polls. Caller has heard from other individuals that other polls are not open as well.

1746 Polling Place Problem Cook Illinois No Voter has voted, but 1 of 4 machines at polling place is not working. Voter is hearing several reports that the machine spits out ballots and says "defective ballot." Voter believes that votes are not being counted or are being counted multiple times by the defective machine. Also hears reports that people who have registered in the past and voted several times previously are not on the list of voters. The polling place is a "black polling place" and he believes the problem with the machine and the voters not being on the voter list is the result of intimidation.

She heard the poll workers say they didn't have the memory cards. Caller waited 20 minutes and left, but will try to vote again later this morning.

1675 Polling Place Problem Cook Illinois Yes Voter told to use paper ballot when electronic machine was available for use. Judges didn't know whether voter should use paper ballot or electronic machine.

1595 Polling Place Problem Cook Illinois Yes She says polling place is "chaos." Poll workers are not trained and not helpful.


1519 Polling Place Problem Cook Illinois Rock __ Salvation Church Yes Caller waited from 6am-6:35am at polling place, which opened at 6am. Caller was 6th person in line; those ahead in line had already voted their ballot but could not input the ballot into the voting machines because of machine problems, which the poll workers could not resolve. Caller had to leave before voting ballot to go to work. Caller will try to leave work early to attempt to vote again.

1497 Polling Place Problem Cook Illinois Yes Man calling because wife voted this morning (took her 1/2 hr to vote with 5 people ahead of her). The touchscreen computers failed so they voted by paper ballot with only 3 e-pins available for use. Just called to report problem.

5. The Roskam/Duckworth race was in IL 6, not IL 8

If you look at EDA and ITA's findings, red flags were placed on IL 6.

9. 8th is bean
cd's do not follow county lines. parts of cook county are in several districts.
both il-6 duckworth v roskam, and il-10 seals v kirk smell, if you ask me. especially 10. they went big for obama, they had to like seals. and he worked his ass off. had good support from jan schakosky, and dfa. same with tammy.

11. Illinois 10th Cong. Dist, (Seal/Kirk) Touch screen switching, broken machines, long lines

Seals is well-funded with over half a million dollars on hand. As a result, Kirk had his most difficult race in years, but he prevailed by a 53% to 47% margin.

The Social Security Administration gets into the act

Illinois Democratic congressional candidate Tammy Duckworth, running for the open seat that once belonged to Henry Hyde, "wanted to extend Social Security benefits to illegal immigrants."
At least, that's what one mailer to district residents said -- and there was no reason to doubt it.
After all, it was from the Social Security Administration.
The mailer came in a yellow-brown envelope whose front bore the image of an eagle and the words
"Notice: Social Security Benefit Change Proposal." To be fair, the letter did acknowledge its source -- the National Republican Congressional Committee -- at the bottom of the page and again on the back of the envelope, where the return address listed "Social Security Benefits Proposal c/o National Republican Congressional Committee."
But some of Duckworth's supporters have alleged that the mailing was more than just deceptive:
It could, they say, be considered mail fraud for seemingly imitating mail from an official government agency
without the disclosure required of any non-governmental entity sending out such a letter.
On Election Day, Republican Peter Roskam beat Duckworth by less than 5,000 votes.

Did the RNC funded Robo-Calls and the advise of the "Social Security Administration" make the difference???

Michigan's 7th congressional district—
A late October poll gave Reiner a 48% to 47% edge over Walberg. <14>
Sharon Renier is an organic farmer

A complaint filed with the Federal Election Commission, the federal agency charged with maintaining the integrity of elections, against Club for Growth Inc., the Club for Growth Inc. PAC, and the Wahlberg for Congress Committee.

Results: Walberg defeated Renier 51% to 46%.


I don't have much info on this race, it wasn't covered by EP volunteers
I haven't checked the SOE website for undervotes, etc.

Anyone here of any irregularities in this race that warrents it being checked into a bit?

6. New York Dist 26 (Davis/Reynolds) high profile, very negative race

New York's 26th congressional district— Incumbent Thomas M. Reynolds (R), the National Republican Congressional Committee Chairman,
includes all or parts of Erie, Genesee, Livingston, Monroe, Niagara, Orleans, and Wyoming counties. The district includes the northeastern suburbs of Buffalo and the western suburbs of Rochester as well as the cities of Batavia, Lockport and, North Tonawanda, New York.

Reynolds, Davis clash over Social Security and Foley

Reynolds wins a close race with 51% of the vote. Against Jack Davis

Area not covered by EIRS volunteers in 2006

553 Absentee Problem Niagara New York Yes The call was from a friend of a disabled NY resident currently in CA; she applied for an absentee ballot and apparently repeatedly followed up with calls. She was told that the ballots went out late. she has not received it.

3409 Polling Place Inquiry Problem Erie New York No Voter stated that her polling place was changed, but she was unable to find the new location. I was not able to find her voting location using the vote 411 website. **Note, Voter was quite upset at the move. She said she was suspicious that this was a means of trying to disenfranchise voters because the new polling cite is in a "rough" neighborhood that no one would want to go to.

New York's 25th congressional district— stretches from Syracuse to the northeastern suburbs of Rochester. The district comprises all of Onondaga and Wayne counties, the northernmost portion of Cayuga County and the towns of Irondequoit, Penfield, and Webster in Monroe County.

November 03, 2006 Zogby International's polling of likely voters in New York's 25th congressional district shows Democratic challenger Dan Maffei holding a slight lead late last month. In a tumultuous political year where anything can happen down the stretch, he leads Republican incumbent James Walsh, 45% to 41%

Dirty Tricks
677 Voter Intimidation Problem Cayuga New York Yes Caller reports that friends of his in Cayuga county have been getting calls saying that their polling places have been relocated. Phil has called the Cayuga BOE about this and the board reported getting calls from others regarding the same matter. Polling places have not been relocated. Phil spoke with someone named Barbara or Deborah at the Cayuga BOE.

Machine Problems
2366 Polling Place Problem Onondaga New York No Caller wanted to press the lever for certain candidates of a particular office, but the lever was broken. As such, Caller was not able to vote for candidates of choice. Poll workers offered to have her wait till they fixed the machines. Caller chose not to wait and did not vote for that particular office.

Registration Problems
2638 Registration Problem Voter Intimidation Problem Onondaga New York Corcoran High School Yes Ms. Smith moved within Onondaga County this year, and claims to have filed a change of registration form for her new address over the summer at a church registration drive. When she arrived at the polling place this morning, she was told that she was not on the registration rolls, and that her change had never been filed. She was offered a provisional ballot, but was concerned that her vote would not be counted

1457 Absentee Problem Onondaga New York No Voter received absentee ballot after persistently calling. Would otherwise have not received ballot if she had not called, despite selecting it on the registration form.
2988 Registration Problem Onondaga New York Yes Had to vote with paper ballot

40. Robo-calls used in Renier Dist 7 race
November began in the Michigan 7th Congressional race with automated "robo" calls from a toll-free 800 number from a woman posing as Democratic candidate Sharon Renier. The calls contained nasty, unkind remarks about Renier's Republican opponent Tim Walberg. But the calls were funded by the Renier campaign.

Pennsylvania's 6th congressional district— Jim Gerlach (R) Majority Watch poll on October 26, 2006, had the race Murphy at 51%, Gerlach at 46%. CQPolitics rating: No Clear Favorite.
Virtually all polls showed Murphy was ahead by about 4%, why did she concede so early without even auditing the results????

Anyone should know that there is always a huge amount of glitches, manipulation, etc. in most close elections.

2006 EIRS reports (summary)

Montgomery County Touch Screen switching from Dems to Repubs on straight party voting, machines not working in some precincts, many voters unable to vote, some didn’t receive requested Absentee B

Chester County very long lines, lots of people unable to vote due to long wait,
Opti-scan scanners broken in several precincts , unable to scan ballots, told to leave in basket for scanning later, Repub materials in voting area but not Dems

Lehigh voter reported machine problem/vote likely not counted, Independent indicated not allowed to vote due to no party

Berks polling place received wrong polling books, very late opening, voters unable to vote

opti-scan scanners were not working on election day throughout the country, and similar seemingly insecure system for
leaving ballots to be scanned later; can the pollworkers be trusted to not lose such ballots and properly scan them later?

Results: Gerlach defeated Murphy, 50.6% to 49.4%. For details, see Pennsylvania 6th congressional district election, 2006.

Voters said a partisan group set up tables outside the site and were "interrogating" voters before they went in, asking whether they had proper identification. California's 50th congressional district—Brian Bilbray, a Republican former congressman, vs Democrat Francine Busby, who appeared to have pulled ahead during the campaign.

4489 Polling Place Problem San Diego California Tierra Santa Baptist Church Diebold machine -- voter voted for a candidate and went back to review and found that the machine voted for a different candidate than she chose. Voter is sure that she checked the proper candidate. Voter alerted the polling place worker, who helped her correct the problem. Voter later contacted the county registrar of voters, who told her that they're refering problems to a Diebold official, who happened to be standing next to the county registrar.

4467 Polling Place Problem San Diego California Allen Residence when pressing the candidate selected, the machine would misregister the vote for the candidate immediately above the selected candidate

Bilbray's Congressional campaign is up to more dirty tricks. They have been "auto dialing" people in the 50th District with a message that sounds like it's a Busby Campaign message. Many of these calls are set to auto-dial late at night, intentionally waking people up.

Voter is handicapped and was given a paper ballot, which she had to fill out at the card table where pollworkers were taking names and addresses from other voters. Voter has been voting at this polling place for 8 years and this is the first time she has had such problems.

4037 Absentee Problem Polling Place Problem San Diego California Lesbian, Gay, Transgender, BIsexual Center Absentee ballot issue- AB can be returned to any precinct in County in which voter is registered. Voter, who was once a pollworker, tried to turn in his AB and was told he had to vote provisionally, and pollworkers were arguing as to what the procedure was. It clearly states on the envelope what needs to happen. Voter discussed with Robin Blade, pollworker and with Sandra Rehman -- they refused to sign envelope or look at their instruction manual, and refused to sign envelope and put precinct # before placing in ballot box. Voter inquired if this is what they did all morning- voter concerned all ballots AB will be invalidated.

4104 Polling Place Problem Union New Jersey Senior Citizen Center No A problem with the electronic voting machine. Read "X" on machine. Would not stay lit for duration of voting. "X" would go off before the voter hit button to submit votes. Callers mother had some problems at same location. Election official told caller that vote would be counted and she should just hit button to complete vote. Problem occurred with machine on right when facing the two machines

but the County elections data there also doesn't have precinct level data to get more details that I can find?
and I can't find either turnout data or turnout by Congressional race. Can anyone??? and why not??

It is pretty common for counties to hold off on precinct-level canvasses until they are ready to submit official results. And of course there is no national standard for what info gets posted when.

Announced margin of error statewide (only one district in state) 1012 votes, less than 100 votes away from an automatic recount. Republican incumbent, Barbara Cubin, announced the winner. Democratic challenger, Gary Trauner, did not concede but didn't ask for a recount (he would have had to pay for) because Wyoming law prohibits hand-counting of votes, and just sending the same ballots through the same op-scans would likely (though not necessarily) produce the same results.

3415 Other Problem King Washington No Laura Ingram (Dr. Laura?) is on the radio encouraging listeners in the Seattle, WA area to jam the lines of Election Protection with crank calls according to this voter

3607 Voter Intimidation Problem King Washington Tuquila Community Center No Caller reports this is the second incident of this kind. She received an automated call from someone purporting to be Maria Cantwell. Then a man's voice came on directing her to vote at an incorrect polling place. The call originated from (877) 336-7492. She called that number but it was busy.

3258 Voter Intimidation Problem King Washington Southern Heights School Yes At 9:12 Am voter received call from candidate Maria Cantwell- during the call, a male voice broke came on a gave a change in polling place location. Voter's husband listened to message. voter knew information was wrong because they had dropped their absentee ballots off at their polling place that AM. the polling place is located on their block. voter rec'd same call yesterday, when it was repeated today, she wanted to report it to us. voter wrote down number of caller which is 206-706-2650 - called it, was not valid call back no. voter did not recall exact address of false polling place but it was on grant street. there is no grant street in her area.

2941 Voter Intimidation Problem King Washington Yes Voting Judge Aaron Turner from Washington state at precinct 43 telephoned to inform us that voter with last name of Kunz reported that he had received a voicemail from a woman purporting to be Maria Cantwell who said on his answering machine that vote should go to precinct 43. However, voter actually registered to vote in precinct 36.

2821 Voter Intimidation Problem King Washington Yes Voter received a call last night with Sen Cantwell's voice and then a man came on and told the voter her polling place, except that it was incorrent. He said it quickly so she did not hear it precisely. She heard this morning that another voter called in on radio to describe a similar incident and the Cantwell campaign said they were not giving out voting locations on such calls. This voter voted absentee.
Machine Problem
4288 Polling Place Problem King Washington No Voter noticed that the counter of the scanning machine did not change when he inserted his paper ballot. He confirmed that the counter did change when the voters behind him inserted their ballots. He informed the poll worker who said that he was not sure whether the counter supposed to change with every ballot the machine scanned.

Absentee ballot issues
2977 Polling Place Problem King Washington No Caller complained that voter registration card said his polling place was at Panther Lake Elementary School in the gymnasium. In fact it was in a small classroom and the pollworkers were only letting in a few people at a time. He also overheard that some candidates were not listed on absentee ballots, but did not observe it himself.

2722 Absentee Problem King Washington No Concerned citizen called to let us know that there is information that there are an unusually high number of absentee ballots being submitted with the clerk county address as the home address;

An October 26th Majority-Watch poll has Burner leading Reichert 49% to 47% <67>.

Reichert survived in a close race by 51% to 49%.

Undervotes in King Co. = 3489 and Pierce Co. = 916

Anyone know anything about this race?

The info I have or anyone could gather from the SOE web site, EIRS reports, etc.

points out a lot of likely precincts where there were a lot of irregularities, and likely some problems would be found.

I have hundreds of suspecious precincts in close races that I'm aware of.
What we need is some volunteers.

53. Results in Darcy Burner/Reichert race very strange in Kings County???
Undervotes in King County- her base are not the problem, but the results in King County are extremely strange
votes 204443

But she did well won in the Repub counties and is shown to have lost the election in her highly Dem home county- King County

Here are the results in King County for Congressioal races- all Dems did well except her- very strange!

District-percent Dem vote
D1------- 69.50%
D2------- 71.09%
D7------- 67.36%
D8/Burner 49.80%
D9------- 68.81%

70% of the votes was by absentee ballots in King County and a voter there reported that there were some very strange things happening
in the counting of absentees there. Large numbers were being reformated so they could be read by compiler, and most of those were Republican. Strange spoiled ballots would all be Repub?

She is also concerned about the process of "remaking" ballots that could not be read. Election officials mark a new ballot based upon a decision about who the voter indended to vote for. This process is continuing. She has no hard evidence that anythingis improper, but is suspicious of this process because it has led to a Republican surge since election day figures. One (Dem) candadates lead has so far shrunk from 5000 to 1700, another's from 2000 to 550. In the race for which she is a candadate, she has gone from a lead of 900 to being behind by 3000 votes.

54. EIRS 4288 might mean some votes not counted in that precinct- showing low turnout
It would appear that this voters votes were not counted, and likely some others in that precinct.
Those on the machine in question. If this was happening a good bit and in a Dem precinct in King County,
that could swing an election. It could be checked by comparing the numbers signing the precinct log book to
the number of official turnout and the number of official votes.
There was a lot of this kind of manipulation documented in Ohio and Florida in 2004.

3332 Polling Place Problem Kenosha Wisconsin Bose School Voter was given a ballot number #563 however the machine she was voting on was stuck on #536, and after she voted the machine did not advance the number. Voter reports a similar instance at another location.


If the official turnout count included these people, these would probably be "undervotes".
If the machine tabulator is used to determine turnout, then these people would be counted as if they didn't show up and didn't vote.
Low turnout in that precinct.


Likely most people would not observe this, or report it if it happened.

Ohio's 1st congressional district—district includes Cincinnati , Hamilton & Butler ,

EIRS voter hotline reported problems
Hamilton County
(machine problems, long lines, minority voter suppression, student vote suppression, malfeasance, illegal dirty tricks)

Hamilton undervotes = 4,909 and
in Butler undervotes = 22,158 split between 2 Congressional races(1st & 8th) UV% = 19.5%

5716 Polling Place Problem Butler Ohio Zion Global Ministries No Diebald -- Wrong person's name showed summary screen. had to revote entire ballot - rather than just change what was wrong. While he was in the process of remarking his ballot for the third time, the machine on its own (without him re-marking his choices for several races or pressing cast ballot) cast his ballot and he was done without having voted in several races.


An October 26th Majority-Watch poll has Cranley leading Chabot 48% to 46%

Chabot defeated Cranley, 52% to 48%.

Anyone know anything about this one?


U.S. Senate race (Dewine(R) was defeated) also appeared to have a very high undervote %, which is very unusual

anyone hear of disappearing votes in Butler county?

Threats of Incarceration, Changed Polling Locations, and Fliers to “Skip the Election.” Over the past several days, voters throughout the Commonwealth of Virginia have filed complaints of incidents aimed at suppressing voter turn out in heavily Democratic and African American neighborhoods. Grant made big gains late in the campaign, but Sali held on to win 50% to 45%.

4449 Voter Intimidation Problem Polling Place Problem Bonner Idaho Priest River ID City Hall Yes John Dixon called in telling us of outrageous actions by a poll worker. He stated that when the poll worker at the Priest River ID City hall handed out ballots the worker, an elderly female, told each person 'Vote Republican'. When each person voted this same worker announced the name of each person and then put the ballot in the box. This would allow the voters to be identified as to which candidate they voted for. This needs to be followed up on.

Polling Place Problem Ada Idaho Voter and her husband arrived at 6:15 pm. Long lines -- voter was told that the long line would take 3-3.5 hours. Voter and her husband left without voting.


Bannock County. Id, M100s couldn't read ballots. "voting machine malfunctions caused serious election night complications." Scanners failed to recognize the ink recommended by the manufacturer.

Kentucky's 4th congressional district— The 4th is a long district that follows the Ohio River. The majority of the voters live in the booming largely white and suburban Cincinnati counties of Boone, Kenton and Campbell. The 4th's largest city is Covington located in Kenton County.

I was hoping people would help check on things like undervotes,
I'm aware several of these appear to have had undervotes as high as the Jennings Dist 13 race in Florida
that people are paying a lot attention to.
some of these were close and had undervotes similar to the Jenning race,
plus touch screen switching, voter suppression, other irregularities

Yesterday (11/04), about 1pm MST, I rec'd a phone message from the Republican Party of NM telling me that my polling location was John Adams Middle School. My polling place is usually Longfellow Elementary about 1 block away. John Adams is about 7 1/2 miles away. In my horror and disgust I quickly deleted the message.

About 5pm MST, the Republican Party of NM called AGAIN and left a message telling me that my election day polling place was West Mesa High School,even further away than John Adams. They gave the full address and zip code. My Caller ID shows "REPUBLICAN PART." I DID NOT DELETE THIS MESSAGE.

Then around 7pm MST, the same thing happened. The Republican Party of NM called and left a message telling me that my election day polling place was back to John Adams Middle School. My Caller ID shows <"NEW MEXICO VICT." I did a Google search on the phone number and this entry came up: New Mexico Republican Party : Calendar Summary:, Contact your local county party or call the Victory Office at (505) XXX-XXXX to find out what you can do to help our 2006 Republican candidates. ...I DID NOT DELETE THIS MESSAGE. >
