100 phantom votes found in one precinct; DelCo board of elections hinders investigation

Media, Pennsylvania, Dec 11, 2006. Something was rotten in Newtown Square, Pennsylvania, on Election Day, November 7, 2006. According to the Numbered List of Voters in the precinct known as "Newtown 1" in the Philadelphia suburbs, 984 citizens arrived at the precinct to cast their votes. But the voting machines tallied 1089 ballots -- an overvote of 10%.

We don't know exactly what happened. It's clear that the next thing to check is the pollbook -- but the Delaware County Board of Elections has not responded to Election Integrity's week-old request to see the pollbook. And whatever the pollbook says, it won't explain how the Delaware County Board of Elections missed such a whopping discrepancy in their certification process.

1. There were a lot of situations like this reported to EIRS hotline, etc.
Several reports where voter counters stopped counting, so there could be more votes than voters "counted".

But several DREs were reported to stop progressing,
like stopped at 25 but 45 more voters voted on the machine.

Its not clear whether the votes were actually compiled if the counter wasn't incrementing.

But there was a problem. This could have resulted in either phantom votes or in votes not counted- seeming low turnout

Some pollworkers also reported discrepiencies betweeen voters and official votes

3. Strange actions by poll workers in several precincts in Delaware County

2110 Polling Place Problem Delaware Pennsylvania New Town Square No The caller said he did not have a great sense of confidence in whether his vote today was counted. There were a series of red lights on the left side. He selected candidates but all the red lights stayed on. He pressed "vote" but had no confidence his vote was accepted. After he voted, he asked the Election Judge who said he was not sure because he himself had not voted yet. He put the caller in touch with the man who operates the machines. That man said "it was all done electronically."
