If you are a Decline-to-State voter, you MUST fill in the "Democratic" oval
(top section) AND fill in the oval of your preferred presidential candidate (bottom section)!

2. Wow, that is terrible form design.
I've done some (admittedly not ballots) for work over the last 4 years... if "Democratic" is to be a default at the top of the page, the voter should never have to fill that field in. It's an invitation for mistakes. GAH!

But if they asked for a Democratic ballot, why would they not receive one that had Democratic pre-marked? I guess there would be issues with that, though, too, in case where they were given the wrong ballot. So you're taking it out of the distributor's hands and into the voter's hands to do it correctly. I suppose, on second thought, that that kind of makes sense. My bad.

7. My absentee Democratic ballot sure didn't have that, and the nonpartisan one
didn't have any candidates. I am in Santa Clara County, and maybe the absentee ballots are structured different then those at the polls

When I used to go to the polls instead of voting absentee, if you were nonpartisan, you would request which ballot you wanted, i.e. Democrat, Independent, or nonpartisan

If that has changed then I am wrong, but if you read the ballot that the OP referenced, it CLEARLY states what to do. I am still surprised if they share a Democratic ballot with a nonpartisan ballot

down there. Nonpartisans and independents are going to make the difference in this campaign

this is troublesome...

we will still use InkaVote - I wonder whether the machine will spit it out on something like an extra bubble to tell a voter as if it was an undervote - they won't be able to program it as such....
