Defense Department Works to Improve Absentee-Voting Procedures, Boost Participation

By Donna Miles - The Defense Department has made great strides over the past four years to ensure servicemembers, particularly those stationed and deployed overseas, have greater opportunity to vote, a senior defense official told Congress yesterday.


Washington, D.C. - American Forces Press Service - infoZine -Michael L. Dominguez, principal deputy undersecretary of defense for personnel and readiness, told the House Administration Committee the department is working closely with the U.S. and military postal services and other entities to ensure no servicemember wishing to vote misses out on the opportunity.

The Defense Department's Federal Voting Assistance Program works cooperatively with state and local elections to carry out provisions of the Uniformed and Overseas Citizens Absentee Voting Act. This 1986 law safeguards absent servicemembers' and their families' right to vote for federal offices, and also protects voting rights of other U.S. citizens overseas.

In 2005, the department simplified two forms used for absentee voting: the Federal Post Card Application, a registration and ballot request form, and the Federal Write-In Absentee Ballot, a back-up federal ballot used when a state ballot doesn't arrive on time.

House committee asks Rove to testify about Alabama governor

WASHINGTON – The House Judiciary Committee on Thursday asked former White House adviser Karl Rove to testify about claims that he influenced a federal corruption case against former Democratic Gov. Don Siegelman of Alabama.

The committee asked Rove to appear under oath as soon as possible. The panel also wants the Justice Department's inspector general to investigate allegations that political motivations drove the Siegelman case and several other federal prosecutions during the Bush administration.

Rove has denied any involvement in the Siegelman prosecution. His attorney told MSNBC earlier this month that Rove would be willing to testify on the matter.

In a lengthy report on possible “selective prosecution,” the committee also cited cases against Pennsylvania coroner Cyril Wecht and Wisconsin state procurement official Georgia Thompson as ripe for review. A judge recently declared a mistrial in the Wecht case, and a conviction against Thompson was overturned last year.

Last week our friends, voting rights attorney John Bonifaz of VoterAction.org and Greg Moore of the NAACP National Voter Fund, testified at a U.S. House Administrative Committee hearing on the 2008 Presidential Primaries and Caucuses and "What we've learned so far."

What we've learned, as Bonifaz explained in his opening statement (written version here , full video at the end of this article) is that "jurisdictions across the country are increasingly outsourcing, to private vendors, key election functions, and in the process, compromising the transparency and public control of our elections."

While all of that is likely old hat, by now, to readers of The BRAD BLOG, where our hair has been on fire about same for many years now, there was an interesting moment during the Q&A with a Republican congressman and panelists Moore and Bonifaz, as seen in the very short exchange (just under two minutes) in the video clip posted above left.

At last for Democrats comes a poll that offers more hope for their White House prospects.

The Gallup Poll looked at a dozen so-called purple states -- swing states crucial in November -- and reported today that both Barack Obama and Hillary Clinton lead Republican John McCain 47 percent to 43 percent.

The dozen states were where the margin of victory in 2004 for President Bush or Senator John F. Kerry was 5 percentage points or less: Colorado, Florida, Iowa, Michigan, Minnesota, Nevada, New Hampshire, New Mexico, Ohio, Oregon, Pennsylvania, and Wisconsin.

The Gallup Poll interviewed about 4,000 voters in those states from April 1 to 15. The margin of sampling error was plus or minus 2 percentage points.

Riverside County supervisors on Tuesday decided against a proposal to spend another $6 million on more electronic voting equipment.

The board considered purchasing precinct scanners to speed up the election night count, but favored sticking with the system in place through the November presidential election. The equipment would have enabled officials to count paper ballots at the county's 720 voting precincts.

To date, the county has spent about $27 million with Sequoia Voting Systems, an electronic voting machine vendor. Some of that money came from grants and not county coffers.

"I see this as an open-ended checkbook," said Supervisor Jeff Stone.

Supervisors choose to cut voting machine warranties

Shasta County Supervisors hope to save $61,350 by slashing the number of extended warranties they buy for voting machines that aren't being used and eliminating warranties on other election equipment.

Supervisors approved the reduced number of warranties in a 4-0 vote at their Tuesday meeting. Chairwoman Linda Hartman was absent.

The decision came after the board questioned the need to extend warranties on all of Shasta County's 438 touch-screen voting machines, considering the Secretary of State has decertified the use of all but one in each of the county's 118 precincts.

Those touch-screen machines must be available under the Help America Vote Act (HAVA) to allow blind and disabled voters to cast their ballots privately, without assistance.

If you ask Kari Verjil what pulling off an election entails, she'll tell you it takes more than filling out a voter registration card.

Verjil, who oversees the San Bernardino County Registrar of Voters Office, is tasked with making sure every aspect of the elections process runs smoothly - from electronic voting machines to sending out absentee ballots, obtaining polling places and staffing poll workers.

"Gearing up for an election is almost like gearing up for a marathon," she said.

Verjil first entered the elections field in 1992 when she was hired by the Riverside County Registrar of Voters Office as an elections coordinator.

Broward Vice Mayor Stacy Ritter voted in June to award a $5.4 million, no-bid contract to buy new optical scan voting machines to a company that pays a $2,000 a month retainer to her husband's lobbying firm -- but the state attorney found no wrongdoing.

Prosecutors uncovered the monthly payments from Election Systems & Software to Ritter's husband, Russell Klenet, amid a probe launched in October following stories about possible conflicts involving the couple in both The Miami Herald and New Times.

''I found no conflict of interest or improper actions by Stacy Ritter in any matters involving ES & S,'' Assistant State Attorney David Schulson wrote in an April 1 memo closing the case.

Neither Ritter, who's up for reelection this year, nor Klenet responded to interview requests Tuesday and Wednesday.

Purdue student IDs don't pass early voting test

Purdue students won't be able to use their student IDs for early voting being held on campus today, Friday and Monday.

But county election officials are still investigating whether they will be able to accept Purdue student IDs for voter identification purposes on May 6, the date of Indiana's primary.

"We'd like to be as accommodating as possible to Purdue students," said County Clerk Linda Phillips.

Purdue IDs have not been accepted in past elections because there's no expiration date printed on the cards.

Students will be able to vote on campus for two weeks

TERRE HAUTE — A temporary satellite voting site will be placed on the campus of Indiana State University by next week under an agreement with the university.

The site will be at ISU’s Cunningham Memorial Library and will be open from 10 a.m. to 6 p.m. Monday through Friday. The voting site will be open only for two weeks, from Monday to April 25 and April 28 to May 2.

The Vigo County Election Board on Wednesday passed a resolution to approve the site for ISU’s campus.

“They have graduation on May 3, so it has to be done quickly,” said County Clerk Patricia Mansard. ISU administers final exams from April 28 to May 2.

The Tippecanoe County Board of Election and Registration ran a test of the voting centers Tuesday, resulting in an all clear for the upcoming primary.

In the Tippecanoe County Courthouse, four of the ballot machines that will be used in the primary on May 6 were set up around a room, and mock ballots were input into each of them. Each machine read 100 ballots, and the number 97 and 98 cards were checked to see if the machine was working properly and that every candidate could be voted for.

Along with checking the input of the data, each result was also tested against a tally to ensure the only errors were human ones.

"On average it takes people about 2.8 minutes to vote, and we are staffing for 3.5 minutes at the voting centers," said Linda Phillips, Clerk of the Circuit Court.

Indiana Secretary of State Todd Rokita has released preliminary voter registration numbers for the upcoming May 6 Primary. County voter registration offices throughout Indiana processed thousands of voter registration applications over the last week.

The Statewide Voter Registration System (SVRS), an electronic database that simultaneously links all of Indiana's 92 county's voter registration records, was created in 2006 in coordination with Secretary Rokita's office and all 92 counties. County input, testing, and use has been critical in developing and enhancing a system which complies with federal mandates and provides accurate voter registration data.

The system is also linked to the Indiana Bureau of Motor Vehicles and the Social Security Administration databases to help verify voter registration records. Additional data provided to the system from the Indiana Department of Health and Department of Correction assist local election officials in their efforts to remove the records of deceased and incarcerated voters. With these additional tools, the SVRS provides a dramatic improvement over the counties old, individual systems by keeping the voter rolls current and accurate, at the time the individual voter's information is input into the system. This approach has allowed the removal or inactivation of approximately 600,000 records from the rolls, which would otherwise clog up the system and lead to inaccurate results.

As of 5 a.m. on April 10,, SVRS reported a total of 4,260,783 registered voters, with over 52,000 applications still pending. Since the General Election in 2006, 332,679 Hoosiers have added their names to the voter registration rolls, including over 150,000 since the start of this year.

The Mississippi Senate today agreed to pass and elections reform bill that would require pollworkers and circuit clerks to go through additional training.

Senate Bill 2910 would also place more restrictions on who can handle absentee ballots, an effort to cut down on fraud.

The measure is a far cry from the far-reaching package pushed by Republican Secretary of State Delbert Hosemann originally introduced, which included a controversial provision to require voters to show identification.

But all that proposal, as well as others such as granting suffrage to criminals who have served their time and other provisions, will be looked at next session, Senate Elections Chairman Terry Burton said.

ST. LOUIS, MO (2008-04-16) Missouri counties would have to give voters the option of a paper ballot in every state and federal election...under legislation before the General Assembly.

The Secretary of State's office is behind the legislation. Robin Carnahan says paper ballots can take less time for voters than touch-screen machines and help shorten lines at the polls.

House sponsor Jake Zimmerman of St. Louis County says the "Voter Confidence Act" has other advantages, as well.

"Sometimes machines break down and sometimes the power goes out or sometimes voters just aren't comfortable with or interested in certain forms of technology and you always want to have that backup plan in place for everyone who might use it."

The Mecklenburg County Board of Elections approved a plan Tuesday to expand the times and places where people can vote early.

But the split vote, coming two days before the early voting period starts, means the plan likely could not take effect in time.

Starting Thursday, voters can cast ballots on weekdays at Central Piedmont Community College. From April 28 through May 2, people will also be able to vote at 16 other locations throughout the county. Early voting will end Saturday, May 3, in advance of the May 6 primary.

About 40 Democratic activists showed up at the elections board meeting, saying they wanted voters, especially those without cars and who work weekdays, to have as many chances as possible to vote. They asked the board to expand locations and hours, especially on weekends.

Forget to register to vote? Think it’s too late? Think again.

Yes, the voter registration deadline for the May 6 primary election was Friday, April 11 at 5 p.m. However, new legislation enacted by the General Assembly last year makes it possible for Personians to register at any one of three one-stop voting locations in Person County and cast a ballot at the same time. Same day registration applies to the early voting period only, however. It will not be allowed at the polls on May 6.

At the close of the registration deadline on April 11, Person County had 22,881 registered voters. That number was up by 1,316 voters, or 6.0 percent, from the same time period two years ago.

Of that number, 12,818 were registered as Democrats, a jump of 336 (2.7 percent) from 2006; 5,735 were registered as Republicans, an increase of 224 (4.0 percent) over 2006; and 4,328 were unaffiliated, a surge of 756 (21.2 percent) from two years ago.

Ohio Secretary of State Jennifer Brunner visited Harrison’s Restaurant last Tuesday, delivering a short speech as part of a luncheon hosted by the Tipp City Area Chamber of Commerce.

Speaking before a small crowd of about 25 chamber members, residents and local leaders, Brunner said that Ohio is very important in presidential elections due to the state’s relatively even mix of Republicans and Democrats. “We’re not really red, we’re not really blue,” she said.

Brunner also emphasized the need for post-election audits to verify the accuracy of electronic voting machines that are being used throughout the state. “My goal is just to make sure the process is fair,” she said. “When we get to November, we can implement this at a state-wide level.”

“We can prove to people who may have doubts that the counting was accurate,” she added. “We can show the electorate that we’ve checked and double checked.”

The number of absentee ballots offer one more sign Pennsylvania Democrats are loving their rare chance to have a meaningful say in the presidential nominating contest.

The deadline for voters to request absentee ballots for the April 22 primary election passed Tuesday. Due to the contest between Democrats Hillary Clinton and Barack Obama, the number of requests far exceed any primary in recent memory, midstate elections officials said.

Cumberland County has about 2,200 absentee ballots, about double the number in the 2004 primary, said Penny Brown, the county's director of elections.

"None of us have any memory of a primary being this busy," said Brown.

PARKERSBURG – Wood County clerk’s office staff put the iVotronic electronic voting machines through their paces Wednesday morning as part of the required pre-election test.

The 16 touchscreens to be made available during early voting, which starts April 23, were checked for accuracy as well as the Election Reporting Program software used for the election process itself. The primary is May 13.

“We have 17 different ballot styles for the primary, with the Democrat and Republican, that makes 34, and then there will be four additional nonpartisan ballot styles for a total of 38. The staff is going through every one of those ballot styles, making sure every race is coded right, for the correct number, that the write-in buttons works so you type in a write-in. Then we close the machine, and make sure that information has been captured onto our election management software to get our totals,” Wood County clerk Jamie Six said. “Then the county commissioners will authorize the machines for use in early voting. They will then be sealed up until early voting starts,” he said.

Six said in the past he’s made eight of the electronic voting machines available for the early vote, but since it’s a presidential election year and a much higher turnout is anticipated, he doubled the number to be available. Early voting is scheduled from April 23 to May 10 from 8:30 a.m. to 4:30 p.m. Monday through Friday.

MILFORD, Pa. — With the primary just days away in Pennsylvania, back-and-fourth accusations aren't just for the candidates. There's a quarrel brewing between Pike County's Democratic Committee and Board of Elections, complete with partisan overtones.

Members of the Democratic Committee plan on conducting a "teach-in" today at the board's office in Milford on the use of electronic voting machines.

It's either a public service or an ambush, depending on who you ask.

"This is a sneak attack," said Yolanda Goldsack, department head for the board. The Democratic Committee never told Goldsack they were coming, but did inform the news media.

Namibia: Electronic Voting Becomes Reality

The Electoral Commission of Namibia (ECN) has allocated just over N$12 million of its requested N$78 million annual budget for the purchase of Electronic Voting Machines (EVMs).

Deputy Speaker of the National Assembly Doreen Sioka told MPs yesterday that Cabinet and President Hifikepunya Pohamba had in principle approved the purchase and introduction of the machines into the Namibian electoral system. The ECN, she said, plans to acquire the machines in two phases during this financial year and the next. She added that, in order to test the new machines, a further N$200 000 would be allocated for mock elections that would serve as a trial run before full implementation of the machines.

"The introduction of the EVM into the Namibian electoral system will be preceded by a meticulous and thorough preparation phase. Such preparation phase would include nationwide consultations with all stakeholders including the political parties, civic society organisations and most importantly the general electorate," she said.

In total, the ECN is requesting N$78 191 000 of the National Budget. Sioka said this amount was a "rather conservative" budget, due to the financial constraints and tightening measures being implemented by Government. Also on the cards for the Electoral Commission this year is the construction of its new headquarters, which should set its budget back by N$40 million.

Even as Hill and Bam-Bam were duking it out on prime time ABC, with Stephanopoulos out in left field still smarting from Travelgate, there was much to take in on Renaissance Radio also, where three different EI affiliates from three different regions were interviewed.

From Georgia, Garland Favorito of VoterGA.org spoke of their lawsuit that challenges the legality and constitutionality of electronic voting (compare New Jersey’s lawsuit still pending). From Florida, Ellen Brodsky of the Broward Election Reform Coalition discussed the “Mystery of Broward County,” that is, the turnout of 110 percent of their electorate in 2006. From Pennsylvania, Sara Haile-Mariam spoke encouraging words about “youth on the ground” in anticipation of the April 22 primary that the whole country will be watching, even CNN.

Jim Strait, this evening’s host, first cautioned voters on how best to deal with the Danaher DREs, how best to try to get the vote counted and not lost in cyberspace. Press the button decisively and make sure to examine the screen carefully to be sure you’ve voted for those you want in office. Then don’t leave before pressing the green “vote” button, or else your vote will be discarded by others to clear the screen.

Garland Favorito, the first guest interviewed, recalled that Georgia was the first state in the country to sprint to DREs after the Florida catastrophe in 2000, and the only state to use the same machine throughout—in this case the Diebold Accuvote DS R6.

It sort of looks like Thanksgiving at Grandma and Grandpa's when I was a kid... with my three siblings, and seven cousins, one Evil Aunt and her evil spawn... lol!

One Thanksgiving in particular... I'm sitting on the porch, Evil Spawn Cousin hauls off and kicks me in the shin! Not one word had been uttered, just kicking... I scream bloody murder (Probably more than necessary, but heck! This was a golden op to get that brat in trouble! ). When I tell the adults what happened, Evil Aunt says... "You didn't kick Junie, now did you ******?" She wasn't even there! EEEEEEEVVVIIIIILLLLL!

But I digress:)
