It's not done. I borrowed from many posts here. I will be fixing, links, resizing fonts and bulleting but here is the essence of it. Please be harsh.

COUNTING ALL THE VOTES is vital to the future of our democracy. Feeling let down by major news outlets who refuse to give this story the attention it deserves, I made this flyer to get the word out.

VOTER IRREGULARITIES. Widespread, documented reports of voter irregularites and disenfranchisement as well as wildly innacurate exit polls have prompted a grass roots movement of millions of American who are demanding that Electronic Voting methods be scrutinized.

THE GAO INVESTIGTION. After documented voter irregularites surpassed 30,000 & vote counting errors in Ohio, Florida reached the tens of thousands, Congressmen Conyer, Nadler & Waxler formally requested an urgent investigation by the General Accounting Office. THE NEW HAMPSIRE RECOUNT. It is underway. 14 counties are being recounted at the request of candidate Ralph Nader. Candidates,Cobb (need space)

Wildly inacurate exit polls--say something like apparently wildly inaccurate or mention that they are very discrepant, since we don't know whether it was the exit polls that were wrong (as the rightwingers maintain) or the final tallies.

One thing to mention is that I have heard that Ed Gillsepie (RNC) is floating the idea of solving this problem by outlawing those pesky exit polls in the future. I guess that's one way to clear it up. Sorry I don't have a link. I think that is the wrong approach. You might mention that the MSM is working on the ironclad assumption that it is the exit polls that are wrong, when logic says that is only one possibility.

Otherwise I think it looks great!

Will this be an online flyer or paper? If it's paper I would suggest having them go to one simple link that has hyperlinks to all the other links you have here, because it's hard to type in all those individual links.

An overview of how a recount would work in the presidential race in Ohio, in question and answer form.

Q: Can a recount be triggered automatically?

A: Yes. If either President Bush or John Kerry wins the state by 0.25 percent or less of the total vote, Secretary of State Kenneth Blackwell must order a recount under Ohio law.

Q: Is there any other way to get a recount?

A: A losing candidate may request a recount in writing within five days after the official count is filed with the secretary of state. The applicant must deposit $10 for each precinct to be recounted - $121,510 for all the precincts in the state.

Q: Has Ohio ever had a presidential recount?

A: Yes. In 1976, 24 of the 25 Electoral College members who were pledged to vote for Republican President Ford requested a recount when the official popular vote count showed Democrat Jimmy Carter winning by 9,333 votes, or 0.23 percent of the total cast. The recount added 1,783 votes for Carter.

The provision for automatic recounts has only been in Ohio law since 1984. The only automatic recount in a statewide race was in 1990, when Democrat Lee Fisher beat Republican Paul Pfeifer by just 1,234 votes for attorney general.

Q: What's the timeline?

A: Nothing can happen until the official "canvass" by the 88 county elections boards. First, provisional ballots - those cast by people who say they are legitimately registered but are challenged as eligible voters or aren't on the precinct list - are verified and counted 10 days after the election. Counties also must wait for overseas absentee ballots. The official count begins 11 to 15 days after the election and can take about two days.

After the official count is certified and sent to the secretary of state, any automatic recount must be conducted within 10 days. Candidates have five days to request a recount, and the recount must be held within 10 days of the request.

Q: Who does the recount?

A: Teams with equal numbers of Democrats and Republicans.

Q: How does it work?

A: The Ohio secretary of state's office spells out different procedures for recounts whether a county uses punch cards (in 68 of Ohio's 88 counties), optical scan ballots (13 counties) or touch-screen machines (seven counties). Each calls for first testing the tabulating machines by preparing a batch of test ballots, counting them by hand and then by machine to ensure the totals match. If they don't, hand counts ensue for either punch card or optical scan ballots.

Q: Is a hand recount possible for touch-screen voting?

A: Only if the machine records the vote on paper. Any future counties buying touch-screen machines must include that auditing equipment. The seven counties that already have them are not required to retrofit the machines.

This section worries me; unless the machines were impounded how can anyone be sure they run the counts on the machines that were actually used? And that they weren't tampered with? Does anyone know if the machines were impounded and put under SAFE guard?

Anyway I got this from Ohio's State Board of Elections website

OUTLINE OF OHIO RECOUNT PROCEDURES
(R.C. 3515)
A. ELIGIBILITY
1. Automatic Recount
a) In a statewide election, a recount is required if the margin of votes is one-fourth of one percent or less.
2. Requested Recount
a) Any candidate who was not declared elected may request, in writing, a recount of the votes cast in any precinct for all candidates for the particular office.

B. APPLICATION
1. Written Application for a Requested Recount
a) A written application for a requested statewide recount must be filed within 5 days after the certification of the official count with the secretary of state.
2. Deposit
a) The applicant must file a deposit equal to ten dollars ($10) for each precinct to be recounted.

C. BEFORE THE RECOUNT
1. Establish Time of the Recount
a) No recount may be held prior to the official canvass and certification. The board of elections must fix the time, method and place of the recount. A recount must be held within 10 days after the declaration of official results or 10 days after an application is filed.
2. Notice To Candidates
a) Boards of elections must notify all candidates in the race of the time and place by certified mail not later than five days before an automatic or requested recount is held.

3. Witnesses
a) Each candidate in the race is entitled to one witness for each counting team or tabulating unit.
b) A witness may observe, but not interfere with the recount nor touch the ballots.
c) Appointments of witnesses must be in writing, signed by the candidate.

D. STOPPING A RECOUNT
1. At any time after a recount is ordered, but before the recount is held, the declared losing candidate or issue chairperson may file a written request to stop the recount. If more than one losing candidate is entitled to the recount, each of the candidates must file such written request. The board must grant the request.
2. At any time during a recount, the declared losing candidate or candidates or issue chairperson may file a written request to stop the recount. If the board finds that results of the recount at that point will not change the official results, the recount is stopped. If the board finds otherwise, the request to stop recounting must be denied and the recount continued until all ballots from the precincts involved have been counted.

E. RECOUNT PROCEDURES
1. All Voting Systems
a) The recount must be conducted by teams having equal numbers of Democrats and Republicans.
b) Total votes cast must be compared to the number of voters listed in the pollbook, poll list, or signature pollbook records. In the presence of at least two election officials of different political parties, the records must be available for visual inspection by witnesses. The witnesses shall not be permitted to handle the records.
c) Absentee ballot envelopes returned after the polls closed may be viewed by the witnesses. The observer may not see the actual ballots, only the ballot envelopes, which must still be sealed.
d) Disputed ballots may be settled as they arise by the board or by a majority of the employees designated as teams, if so delegated by the board.
e) Ballots must be handled only by members of the board, director, deputy director or other designated employees of the board.
f) Votes cast for write-in candidates must be checked to determine if the candidate is a qualified write-in candidate and for an overvoted ballot.
g) Witnesses may observe the inspection of the ballots.
2. Punch Cards
Test the Program
a) Prepare a new test deck of ballot cards that are punched and then manually count them. This deck must not be the same test deck used for the official count.
b) Process the test deck through the computer to verify that the computer count matches the hand count.
c) If the hand count and the computer count do not match, but the hand count is accurate, all ballots must be manually counted.
The Recount
a) Ballot cards must be inspected for hanging chad attached by one or two corners, mutilations, and other invalidities. If a chad is attached by three or four corners, a vote shall not be counted for that particular candidate, question or issue.
b) Over-votes and blank ballots may be separated from the stack at this time and placed at the top of the stack after the header cards.
c) Ballot page assemblies and rotation header cards must be checked for each precinct for candidate positions to verify that each candidate, question, or issue has been properly identified.
d) The board must randomly select whole precincts whose total equals at least 3% of the total vote. These precincts’ ballots must be manually counted.
e) Run the manually counted precincts through the computer.
f) If the computer count does not match the hand count, and after rechecking the manual count, the results are still not equal, all ballots must be hand counted. If the results of the computer count and the hand-counted ballots are equal, the remainder of the ballots may be processed through the computer and results tabulated electronically.
g) At the conclusion of the recount, the program must be retested using the pre-audited test deck.
3. Optical Scan
Test the Program
a) Prepare a test stack of ballots that are pre-marked and then manually count them.
b) Process the test stack through the tabulator to verify that the tabulator total matches the hand count.
The Recount
a) If the hand count and the computer count do not match, but the hand count is accurate, all the ballots must be manually counted.
b) Ballots must be inspected for mutilations and other invalidities.
c) Ballots must be checked for proper candidate position and to verify each candidate, question, or issue has been properly identified.
d) The board must randomly select whole precincts whose total equals at least 3% of the total vote and must manually count those precincts’ ballots.
e) Run the manually counted precincts through the tabulator.
f) If the tabulator count does not match the hand count, and after rechecking the manual count, the results are still not equal, all ballots must be hand counted. If the results of the tabulator count and the hand-counted ballots are equal, the remainder of the ballots may be processed through the tabulator.

6. Direct Record Electronics (DRE)
Test the Program
a) Prepare a test cartridge.
b) Process the cartridge through the computer.
c) Verify that the cartridge results match the pre-determined votes cast for candidates, issues and questions.
d) If the totals do not match, check programming and rerun the test program until the totals match.
The Recount
a) Check the public counters and protective counters to verify that the numbers on those counters correspond to verify that the numbers on those counters correspond with the pollbook, poll list, or signature pollbook records.
b) Check the rotation on those machines to verify that they match the proper candidates, questions, or issues.
c) Process cartridges through the tabulator. If the totals are different than the totals of the official count, compare cartridge totals against paper audit trail report.
d) At the conclusion of the recount, the program must be retested using the pre-audited cartridge.
The procedures described in this outline are the basic requirements for conducting a recount. If the board of elections feels the results warrant further investigation at any period during the conduct of the recount, it may institute more rigorous recounting procedures, such as hand counting a larger percentage of precincts, using programming options that total over-votes and/or under-votes, hand counting all precincts, etc.

12. from a graphic designer's perspective
I've learned that people tend to skip large chunks of type. It's best to use different size & weight fonts for headings and have content edited for concision into (bulleted) lists.

please don't shoot the messenger, this has just been my experience as a web & graphic designer... I can't help that most people's attention span is very short.

14. Feedback plus More Urgent Votefraud Actions
I don't understand why you say that these actions are just to make sure people's votes count but aren't supposed to overturn the election: this is the Dem line because they are afraid of the media calling them kooks or sore losers or something. Sure an investigation and recount might not overturn election--but it mightif Kerry get enough legal votes. The concession was political, not legal and can be retracted during this time. But Kerry doesn't even have to do that. Now that the Greens and Libertarians are asking for a recount in Ohio, if they happen to find enough legal votes for Kerry, he wins. Period!

Anyway, besides objecting to that part, here is my list of actions--the first one, contacting Blackwell is the most important. You might have some of these but look it all over and use (and do) the ones you don't have.

(1) URGENT: Contact Ohio Secretary of State Blackwell Right Away : A new ruling after the election in Cuyahoga County stated that provisional ballots in yellow packets must be “Rejected” if there is no “date of birth” on the packet. The Free Press obtained copies of the original “Provisional Verification Procedure” from Cuyahoga County which stated “Date of birth is not mandatory and should not reject a provisional ballot.” The original procedure required the voter’s name, address and a signature that matched the signature in the county’s database. http://www.freepress.org/columns/display/3/2004/985

In addition, once the provisional ballots start being counted this Saturday (it will probably take a few days), anytime there is a question of the legality of one of the ballots it will be voted on by two Democrats and two Republicans. If there is a tie (which I assume in most cases there would be), Ohio Secretary of State Blackwell breaks the tie before the count is certified .

CONTACT BLACKWELL NOW:
Blackwell is a partisan Republican but he has backed down in the face of pressure before so please contact him today--it could effect Ohio official count and the fate of the presidency!

Say Something Like: "The new rule requiring birthdays on the outside of provional vote packets is outrageous and must be negated! Furthermore, whenever when you are urged to break ties in provisional ballot disputes, I strongly urge you not to exclude votes based on technicalities. It is immoral to disenfranchise people in this way! "

"large disparities between exit polls and votes recorded" would be more accurate, I think.

The exit polls were probably not inaccurate, and such disparities when discovered during election monitoring in other countries are usually flagged as indications of potential vote fraud.

In GAO INVESTIGATION paragraph, maybe an "and" between Ohio and Florida. No problem if you want to leave out N. Carolina.

To punch up last line.. maybe say something like...Deadlines are fast approaching . (on edit) No one but us, can make "them" accountable... or something like that.

Did I accidently delete something there? If so...you can make the change. I'll send it over.

Do you know anyone else who needs to be made aware of the change in name for GAO -- don't remember when they made that, but not very long ago, so it's possible that "General Accounting Office" is slipping through elsewhere.

god the ironies are without number.

If anyone else has editing they need let me know--i think I can hold out for a little longer...I just decided last week I had to put my LIFE on hold to dosomething.

I don't pay attention to that stuff and I know it was back in the doomsday days that they made the change and I certainly was trying my damndest NOT to pay attention to what they were doing then.... though Hager and Fallujah were and still are pretty hard to ignore...not to mention

I'm having trouble getting my comments to stick in the copy I made of your text so I'll have to narrate. "BIG" blackout--to me, "big" sounds paranoid; I'd delete it.

Check use of "voter irregularities"--the voters were fine; it was the election or tabulation that was irregular.

Misspelling in Investigation.

Counting errors in Ohio, Florida - I'd delete the comma, replace with an &--easier to parse.

Contact your local reps - it's really gov'l, and not just local.

Again, great job!
