the question is what made the registrations incomplete?

4. I wonder of many of these names are in the provisional voter list?
In addition, what invalidated their registration? I find it kind of odd that Cuyahoga County felt it was sufficient to post this "notice", as a means to let these people know that there is an issue with their registration? This seems kind of a lame attempt? Almost like a CYA tactic...
