Needed: A compendium of suspicious Ohio precincts
According to Ohio law, a hand recount will initially cover only 3% of precincts, which will be picked randomly. If these precinct tallies match the machine tallies, the hand recount will cease. Only if the tallies don't match will all the votes be hand-counted. Hence the recount can fail to show fraud if the 3% "randomly" picked precincts are ones that haven't been tampered with.

HOWEVER, in the application for the recount, the candidates can explicitly state which precincts they want recounts in. It is crucial that they know which ones to ask for.

So we need to get this information to the Cobb/Badnarik compaigns.

Which are the most suspicious precincts in Ohio? Which are the ones that absolutely must be hand-counted?

but it better not be all punch card precincts...

I think an Opt Scan /Touchscreen precincts will show fraud.

The county displayed their data poorly. Absentee ballots from other precincts were shown as part of precinct totals. That's why the numbers looked so odd. But the official numbers by polling place total up to the official count.

I actually think that's outrageous any recount should be done entirely by hand , why are machines continued to be trusted to such a degree. That has actually shattered some of my faith in the Ohio recount to an extent. If the wrong precincts are picked fraud could still take place without anyone noticing.

4. I think that will be tough data to gather on the web...
I went county by county to BOE websites trying to tease out absentee data from the numbers to take a look at that. Out of 88 Ohio counties only four of them had absentee data separated. You can probably focus in on the larger counties that have precinct data on the web but unfortunately most of the smaller counties seem to be posting mostly totals.

Cleveland 13D has 1954 registered voters, and only 255 ballots cast, but I don't know if that's the sort of thing a hand recount will help - not sure if it's suppression or spoiled ballots.
