The mysterious package in the Tallahassee Election Building

The media throng is being accommodated at the R.A. Gray Building downtown, home of the state Division of Elections. It was evacuated Monday morning when a security guard found a package that appeared to be vibrating. Tallahassee police determined that it was a bundle of documents, which quivered because of air blowing from a nearby vent.

A suspicious package that appeared to vibrate forced the temporary closure of the state Division of Elections headquarters Monday, but it turned out to be a harmless bundle that was being moved by air flowing out of the ventilation system.

A security guard found the package about 6:30 a.m. -- just over 24 hours before the state's polls open for Election Day. The few employees in the building were evacuated and those arriving for work were kept outside.

Officers inspected the package and found it contained documents.

''It was beside the ventilation system and that was what caused it to vibrate,'' police spokesman John Newland said.

About the only scare came Monday in Tallahassee, Fla., when the state elections office was evacuated after someone spotted a "suspicious package" which turned out to be nothing but a batch of documents.

In Tallahassee, authorities evacuated the headquarters of state elections officials for three hours over a suspicious ticking package. They sent in a robot to examine the package, only to discover the ticking was papers flapping in an air vent.

Let's summarize the different descriptions of the package that caused so much unnecessary trouble (sources of the first thread included):

SP Times: bundle of documents
News-Press: "rattling" package
Capitol News: rattling box of papers
Tallahassee Democrat: bundle of quivering documents
Miami Herald: vibrating package containing papers
Scripps News: batch of documents
Tampa Tribune: ticking package, flapping papers

Comparing these sources, a lot of questions come into my mind:

What was the exact nature of the package? Was it a loosely bundled batch of paper documents, or was it in a closed container (bag, box)?

How is it possible that the security guard interpreted the flapping papers as a ticking bomb? Quite a different sound, isn't it?

The security guard or the police noticed the "vibration" of the package - was it so dangerous looking that they didn't take a closer look ( - they would have seen that it was completely harmless)?

What's about this robot story? There is only one uncorroborated message, true or not?

And, most important:

The first action of the arriving bomb squad team was surely to examine the package - once they detected its harmlessness, why didnt' they cancel the bomb search in the building? It was searched for three hours with bomb-sniffing dogs etc. For three hours? What for? They knew now it was false alarm.

I don't buy this story.

This emergency operation was staged.

on the hall floor? whose documents? who left them there? what office did the documents come from?
