Question about Ohio recount...
I watched Blackwell on Olbermann's show last night. He said Ohio intends to go through with the recount if requested by the third party candidates.

My question, however, is this... Does anyone know if the recount would be a "hand count" or simply a re-canvass of the original votes? I haven't seen anything that leads me to believe that the recount would be by hand. Is this proving to be a colossal waste of time? Simply running the ballots back through the machines won't prove anything.

That being the ones with no vote for president.

11. HAND RECOUNT Ohio has specific criteria for examining punchcards
The recount is by hand.
70% of ohio votes on punchcards, ohio has a three corner rule for judgeing the punchcards.

However it appears that ohioians in democratic neighborhoods may have been furnished lighter weight punchcards which are less likely to have the chad detach cleanly.

Are you sure the hand inspection doesn't apply to only the undervotes? Is there any reason to inspect the other ballots (unless fraud is specifically suspected)?

I remember in Florida the "hand inspection" of the punch card ballots was limited to the under/over votes only.

Blackwell said last night the legislature will have to vote on what exactly the fee per precinct will be. Speculation ranges anywhere from 1-2 million total

He seemed resigned to the fact that the recount must go forward based on the existing law (which was enacted in 1956).
