But if you go to http://www.truvote.com/manager.html you'll see the "homepage". It looks like the didn't have a default page set up, so what you saw was an index of the contents of the site...

7. Looks like the site is registered to a "paper-trail" voting group

that used to be headed by a guy called Athan Gibbs Snr.
