Franklin County, Ohio: Provisional Vote List 12/1/2004

Franklin County, Ohio: Provisional Vote List 12/1/2004
Franklin County, Ohio, has posted the full list of all those who cast provisional ballots on November 2nd. It includes name and address of ALL voters. Anybody there wonder if your vote counted?

1. AHHH!!!!! Wanna warn people that it loads 909 pages!?
It may matter to those who are doing analysis, but it is nasty for most folks to load 909 pages.

3. What PERCENTAGES of Ohio votes were cast by provisional ballot, and
what PERCENTAGES of those provisional ballots were counted as votes? Those are the key data I'd like to see about Ohio counties and precincts, with counts of their votes for Kerry and Bush this time, and for Gore and Bush in 2000.

It seems to me an extraordinary percentage of would-be Ohio voters were steered to provisional ballots, and then an extraordinary percentage of those ballots were thrown out.

I've read stories about pro-Kerry precincts getting many fewer voting machines than they did in 2000, about polling places housing several precincts where those in long lines for their own precincts were encouraged to vote provisionally in other precincts, about pre-election court-shopping by Blackwell so he could disqualify provisional votes cast in the 'wrong' precinct, and many other tales of official abuse of electoral administration in Ohio.

It seems to me Blackwell had a simple, two-step strategy for disfranchising tens of thousands of pro-Kerry voters with provisional ballots:

(1) Steer them to provisional ballots, especially provisional ballots in the 'wrong' precinct, rather than to their own precincts' voting machines, and

(2) Disqualify high percentages of those provisional ballots by any means possible!

4. quick number summary of the list
As always, if I've gotten something wrong, someone please correct me. I just thought it'd be nice to put together this little summary so that we could save time in everyone having to dig through the pdf file.

Disqualified:

6 INSUFFICIENT ID : 27
5 IN PRECINCT - MUST USE VOTING MACHINE : 356

2720 of 14462 <18.8%> total.
364 of 2720 <13.4%> apparently voted by other means.
2336 of 14462 <16.2%> in codes 600, 500, 400, 300 & 200 which we may get a fair chunk of in the recount.

Qualified:

1 APPROVED PROVISIONAL BALLOT : 11742

5. Thanks for doing that!
I haven't had time to try to go through all that. I wondered myself about the "IN PRECINCT - MUST USE VOTING MACHINE" : does that mean they actually got to use the voting machine? If so, why does it say they're not on the voter list.

6. some more digging
I went digging through the site trying to find any sort of detailed guide on the codes on that list, but found nothing. I did come across election abstracts on the same page that links to the provisionals list. The abstract summary has Kerry with 285,800, not the 275,573 listed at the Ohio SOS site.

I'm getting pretty confused here. If you look at the numbers reported, you see this:

(Count@Franklin County Site - Count@SOS Site)
Peroutka: 1129 - 1097 = 32
Kerry: 285800 - 275573 = 10227
Bush: 237252 - 234196 = 3056
Badnarik: 1615 - 1553 = 62

Write-Ins:
Cobb: 20 - 0 = 20
Duncan: 0 - 0 = 0
Harris: 1 - 0 = 1
Parker: 0 - 0 = 0
Schriner: 7 - 0 = 7
Zych: 0 - 0 = 0

10227 + 3056 + 62 + 32 + 20 + 7 + 1 = 13405, which seems to be a number pulled directly from somebody's ass. Not quite sure whose, though. :) I'm not sure where the best info is, so I'm not thinking too much into it at this point. Also, the SOS site makes no mention of 483 votes for "CANDIDATE REMOVED" (my own personal favorite candidate!). There were also a handful of other write-ins that weren't mentioned explicitly except for in total form. (446, according to the Franklin County report).

If anyone else can clarify or fill in the holes for me, that'd be fantastic. I'm thinking they may be absentee votes, but I'm not sure.
