Washington has no problems selling out so they keep the game. The idea is not to have a blacked out Sunday Night game for local residents.

Why not Houston-Miami or Baltimore-Pittsburg?
I'm a Chiefs fan in the KC local broadcasting range. I know very well what shit football looks like. Primetime is my opportunity to watch good teams. Why am I getting stuck with the Redskins?
Does the NFL and NBC really believe that the country can't get enough of the Redskins? Haven't they already been on MNF twice this season?

The Dallas Washington games were good close competitive football. You really think the NFL has psychic power so that they knew the Redskins were gonna suck this year. Remember that the schedules are based on teams previous years...and the Skins were 8-8 last year and weren't really out of it till the last few weeks.

Washington-Dallas still draws people. It was a pretty close game a few weeks ago. I'm sorry but Miami-Houston just doesn't have the same national draw. Maybe Pitts-Baltimore MAYBE would have been a better choice but they like to put rivalry games in Prime Time. Really there were some totally weird matchups this week. Cin-KC? Jax-NE? Say what you want about the quality of the teams, but Wash/Dallas still pull in more viewers than almost any other two teams.

Either that or the Pitt game would have been good for the slot.
Selling out is half of the equation when it comes to flex which Washington did. I recall 3 weeks ago they removed the NE-Miami game for the Minn-AZ game and I believe the reason given was it may not sell out but I think Favre was the biggest reason for the move.
