Need advice on creating better teacher evaluations

I'm looking for a better tool for teacher evaluations and want teacher in-put. It was a nice surprise to see Randi Weingarten on Bill Maher's show tonight talking about the same thing I've been talking about for a few months.

Edit: I should add I HATE merit pay as teaching is not about turning out widgets that can be measured.

I am really serious about this ask, I'm running for school board and our district as so many great teachers but we will need to cut back as our enrollment numbers are declining and I'd rather get rid of the dead wood than layoff good teachers just because they happened to be hired last. Admin. moves problem teachers rather then fire them because it takes, in their eyes, too much work to fire them and then they can blame it on the all powerful union. So it's a win - win for them.

Hell, J.D. Power can do the surveying for you for you.

Test scores may suffer, however.

6. Have a look at the third grade students' first report cards for this school year.
That should tell you what kind of second grade teacher you have, particularly if this is evealuated over several years.

7. When I did my Ed block, we had to learn IOTA...
an Instrument for the observation of teaching activities. It was nice to know that there was such a thing as an objective instrument. That college also used the college level instrument as part of their teacher evaluation, until they were bought out by a for profit bunch.

It takes some training and practice to become efficient because there is so much that you are trying to observe and record.

I guess that I was spoiled early on because I worked with Professors who had been teaching Education classes for many years and were very involved in finding objective measures for teachers and students.
