Nonrenewal of a TEACHING CERTIFICATE over testing? Holy shit--these teachers would be blackballed ALL OVER THE UNITED STATES if this provision is true, for every state in the country asks if teachers have ever had their licenses suspended or revoked.

This lumps them in with child molesters and other criminals, the groups which typically have their licenses revoked.
