15. Kidnappers
16. Child molesters
17. Bernie Madoff
18. Rapists
19. Child Pornographers
20. Satanists
21. Nazis
22. Loan Sharks
23. Racists
24. Arsonists
25. Second story men
26. Con Artists
27. People who commit incest
28. Solomon Dwek
29. Someone who has been divorced 20 times
30. Pretty much anyone who isn't married and wants to bump uglies with the other sex

3. If I am not mistaken...
Tiger Woods is currently married. Therefore, he falls under Category 1 of those who can't get married. Same goes for Bernie Madoff and Solomon Dwek. Additionally, Bernie Madoff is currently incarcerated in North Carolina, and therefore even if he were single, he couldn't get married in New Jersey.
