In a ruling Thursday, the high court said Emily Jones of Perry County was entitled to visit with the child — designated only by her initials E.B. in the decision — because she had been the girl's primary caregiver for the 3 ½ years of her life before Jones and the girl's biological mother, Alicia Bethany, ended their relationship. The court said Jones stood in the capacity of a parent in her role as primary care-giver.
Bethany appealed a ruling by a Perry County judge that granted Jones visitation rights.
