1. This might be what you're looking for
A thread on custom overlays from the Keyhole community BBS (Keyhole is the company Google bought that made Google Earth).

2. Cool, Thanks!
That's a lot to go through, but their are a few things I want to add to the Google Earth world.

I don't know if you've check out Google Earth yet, I just started going through it, very cool program.

In one part, I found what looks like a Jet (DC-9 or maybe an MD-80) sitting on the grounds of a sewage treatment plant in E. Chicago.

It's probably just a weird perspective, but I'd love to mark it, among other things.

Some of the user supplied layers are very cool, like the near real time cloud cover layer and night lights layer. My favorite is the Cape Canaveral layers including the pad map overlay.

I do find what they choose to censor out to be rather silly. For instance, the NYS Capitol in Albany. Not just the Capitol building, but the whole freaking Empire State Plaza. Another example -- the Marcy (NY again) Correctional Facility is blurred out. Yet, all of Manhattan right down to some very high resolution imagery of the Statue of Liberty, the Brooklyn Bridge, et. al. are all crystal clear and unblemished by the censors.

Meanwhile, French Frigate Shoals (in the middle of the freaking Pacific Ocean) is blurred out.

French Frigate Shoals placemark: http://bbs.keyhole.com/ubb/download.php?Number=40260 (will open into Google Earth)
If you zoom in real close on the little brown speck you can see they blurred out everything EXCEPT the airstrip on Tern Island.

5. Northwest Venezuela Should be
the Maracaibo oil producing region. Maybe that's the reason.

Or maybe some of these are just areas for which detailed satellite photos were unavailale, too expensive, or Google didn't think would generate demand.

I spend some time looking at the coastline from Morocco to Senegal, and there are lots of fuzzy areas there, too. Not much there but sand and rock, but the topography looks fantastic from space.

6. It's easy to tell

what's been censored and what's just a low resolution image. For instance, here's downtown Albany, NY showing the NYS Capitol and Empire State Plaza in the South-Eastern region of the image. You can clearly see it's been blurred on purpose. Washington Park is in the North-Western region of the image.

On edit: If you zoom in on the northern part of the de-rezzed area a good chunk of the NYS Capitol building is clear. What is blurred out is all of the Empire State Plaza from the steps of the Capitol building right across to the NYS Museum and including the Knickerbocker Arena (I refuse to call it the Pepsi Arena) in the western part of the blurred area. Here's a placemark for the NYS Capitol building: http://bbs.keyhole.com/ubb/download.php?Number=9708

On edit again: Here's a thread at the Keyhole BBS with placemarks for all the state capitols.

7. those blurs looks more like low res... heres an example of redaction
This is a cap from Colombia that looks like it was redacted with 'blue marker' unless it's some geographic form I'm not realizing:

Theres similar 'blue outs' around Guantanimo Bay

8. I don't think those are 'blue marker,' that's some sort of Industrial
project. It looks similar to what they often due to produce Sea Salt.

Here's a link to a Satellite photo of the Southern Dead Sea:

Click the image at the top, then scroll down, the Dead Sea is on the Eastern Border of Israel.

You can see that sort of thing also, at the South East corner of San Fransisco Bay.
