Can I just delete all the crap in this folder? It is about 53Mgs right now?

Here's how to do it:
"Start" button, then "Find". Type in "*.tmp", then 'find'. Delete whatever the computer will let you (I suggest doing it in blocks rather than as a whole, otherwise your machine will lock up.
What I'd do first though is Disk Cleanup. "Start", then "Programs", "Accessories", "System Tools", then "Disk Cleanup". Follow the prompts.

3. When I ran Windoze 98 I deleted that stuff at every startup. |

In the autoexec.bat right before windows started it would delete everything in C:\TEMP and C:\WINDOWS\TEMP. Never caused any problems.

Sometimes there will be active temp files in there when you are currently in Windows. By setting that to run automatically in the startup file, you can be assured that the files will not be in use.
