from the a/c adaptor so it runs only on battery powered. This is a dell latitude and I have check the a/c adaptor cord and it works fine with other laptops that are the same. What do you think is wrong?

a cord from the exact same machine and also tried my cord with that machine and it worked. So the cord is good.

In control panel. Maybe it's stuck on battery power or something--it should switch to line power automatically, but maybe something's weird there. Otherwise, I'd suspect a hardware problem with the power socket.

Take the battery out and plug the adaptor in and wiggle it while trying to power up.
If it works, for even a few seconds, then your jack has come loose from the circuit board and will need to be resoldered.
That's a pretty common problem unfortunately because the only thing holding most of those jacks in are two or three solder points. Years of plugging and unplugging can break those joints.
