That is, allow me to use my browser to increase/decrease the size.
Is there a way I can code my CSS pages to override what the browser says? (it's a long shot...)

But only in IE for Windows and only because of a bug. It won't resize fonts declared in pixel units.
I trust this is academic and you won't sully yourself with such a foul practice? :)

Presenting content and letting the other end (the browser, for example) worry about format.
But we are far, far down that slippery slope now. I fear there's no way back up it. Brace for the never ending seige of IE only websites, messages of "you MUST view this in at least 1024x768." 5pt type to fit "it all" on screen. 96pt type for emphasis.
Just this one boon is that for which I pray. Let blinking text be gone and dead forever.

I've never seen it fail to work. Just press the control key and use your mouse wheel to make the type fonts larger or smaller. It works with both Firefox and IE.
