if you want "web hosting for idiots", check out www.1and1.com ... the have a tool called "website builder" that let's non-programmers develop a simple website ...

for a much higher quality environment that would probably require a developer, check out www.crystalTech.com ...

there are probably many others worth looking at ... as a non-profit, some offer discounts ... you should probably be able to get simple web hosting for around $10 - $20 a month ... most of the hosting companies can assist you with obtaining a domain name ... it's often easiest to use their services for this ...
