When was New Orleans founded? The earliest date I can find is January or February of 1718. There are a number of other dates that might be used, but never does there appear to be a specific time and date. So then you get into guesswork.
Lousiana itself as territory, collection of parishes, and under varying ownership provides a wealth of dates to choose from when looking at the larger area instead of just New Orleans.
To use the 4 major angles and houses you need a time of day as well as a specific date.
Since the closest time I can find is a two month time span, it's questionable if even Jupiter can be used because it moves about 6 degrees over those two months. We can turn off the charting of the Moon, Sun, Mercury, Venus, and Mars because of their greater movement, nor can we look at the angles or houses. Then we're left with some relatively stationary points. Additionally, we can add transneptunian hypothetical points from the Uranian school, which move very slowly.
Natal Zeus and Vulcan conjunct transiting Neptune.
Laying to waste. Lying, deception, great force (Vulcanus) and leadership (Zeus). Neptune relates to liquids.
The issue with the above is that it's a longer acting transit, by eliminating the faster moving planets and mundane angles, we miss a lot of the focal factors.
Trines transiting Jupiter (expansion) and trines Poseidon (water). There's some generosity shown by others but also a typical Jupiterian expansion of the other energies in the trine. Jupiter is the fastest moving point, Aug 8 - Sept 5 are the dates which it trines.
There's a lot more in the chart, takes more time to analyze, and I'm running short right now.
I don't know how to run an astrocartography chart without a time and date.
