Maybe finding a foundation which is focused on helping the US public library system is where I should go with this? Maybe they'd have the resources to implement such a network/directory/wikihelp?

Anyway, after searching and searching I finally discovered something -- only to find Shallah knew of it already and had posted for me.

Rather than dial 911 or 411, dial 211 for help in finding the correct health and human service agencies. :)

I think this is GREAT to know about. It's not an integrated system and not all of the separate networks are online, but there is indeed a number to call for local guidance in most areas of the US.
