Reminds me of the fish with one and/or three eyes that mutated from Mr. Burns' toxic sludge from his nuclear power plant on the Simpsons.

this is an error in fetal development
Most of these craetures do not survive
They had a program on this on the teevee not too long ago
They had several cows with more than four legs... they also had some human rairites
They think this is a zygote that does not fully divide into twins or more early in fetal development
We even have records of human kids with an extra head.

it's a genetic fluke.
To some extent there have been those for a long time but when one considers the toxicity in out environment and how we now have genetic evidence of genetic adaptation that dates back at least to the Black Plague if not to the Stone age.
It was your reference to "something in the water" that inspired me to think "cartoony" in the wee hours.
It's hard to not go "hmmmmmmm" when you hear of such anomalies though, in these times.
