ARLINGTON, Va. — First the Chinese wouldn’t allow U.S. ships to dock in Hong Kong.

Then the Iranians buzzed U.S. warships in the Strait of Hormuz.

Now a Russian bomber has flown over a U.S. aircraft carrier.

Is everyone challenging the Navy on the high seas?

Not necessarily, said the Navy’s top admiral.
